- Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement number N00019-08-G-0009 to Lockheed Martin Corporation (LMC), Syracuse, NY for engineering sustainment support of the E-2C Hawkeye AN/APS - 145 radar set. Engineering sustainment support requirements include systems engineering testing, investigation, and analysis of technical issues and the recommendation of corrective actions. Engineering sustainment services shall include responses to Government requests for information and participation in all relevant meetings as well as insight regarding all applicable documentation, such as requirements documents, specifications, and engineering change proposals. The contractor shall support Diminishing Manufacturing Material Sources (DMMS) and the obsolescence management process by maintaining master obsolescence and major subcontractor databases and managing new DMMS alerts from Q-Star. The contractor shall maintain a design control activity at the contractor facility and provide insight to the Government on radar performance assurance, configuration management and integrated logistics support. The period of performance for this effort will be twelve (12) months from the date of order award. LMC is the sole designer, developer, systems integrator and manufacturer of the APS-145 system and as such is the only firm possessing the knowledge, experience and technical data necessary to provide the required supplies and services in a timely manner for the purposes of meeting the fleet's operational needs. Therefore, the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and their capability to respond to the requirement or may submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government; information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
