SOURCES SOUGHT SYNOPSIS For Nationwide AE Contracts in support of the USACE Engineering & Construction Support Office This sources sought is being reposted in order to provide an additional opportunity for interested parties to submit a response. Firms who responded to the original sources sought which was posted to the FedBizOpps on 7 Oct 2011 need not respond to this sources sought. Those responses will be considered along with any additional responses. This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS, THEREFORE NO SF 330 FORM IS REQUIRED AT THIS TIME. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the Sources Sought or resulting market research. The U.S. Army Corps of Engineers, Ft Worth District, Engineering & Construction Support Office (ECSO) has a requirement for Architect-Engineer (A-E) services requiring the solicitation and award of A-E Indefinite Delivery-Indefinite Quantity (IDIQ) contracts in support the Department of Homeland Security's (DHS) Border Patrol Facilities and Tactical Infrastructure, Customs and Border Protection, Citizenship and Immigration Services, and Immigration and Customs Enforcement programs. As well as other DHS programs and US Army Corps of Engineers (USACE) programs. The proposed acquisitions will be firm fixed price, indefinite, delivery-indefinite quantity contracts. The results of the market research will determine the type of business set-asides that will be utilized in the resulting Requests for Proposals. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), or Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible firms. The Government is seeking qualified, experienced sources for professional, multi-discipline A-E Services, procured in accordance with PL-582 (Brooks Act) and Federal Acquisition Regulation (FAR) Part 36, capable of performing AE Design Services. The contract period of performance is for a 1 year base period and four 1 year option periods. The total contract capacity, minimum Task Order size, and maximum Task Order size for the resulting A-E Contract(s) will be determined after the completion of Market Research which includes an analysis of the sources sought capabilities statements received. The North American Industry Classification System code for this procurement is 541330 which has a small business size standard of $14M. The Standard Industrial Code is 8711. Small Business firms are reminded under FAR 52.219-14, Limitations on Subcontracting that they must self perform at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern for service-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Award will be based on selection of the most highly qualified firm in accordance with A-E Brooks Act procedures in accordance with FAR 36.6. Anticipated AE synopsis issuance date is on or about 1 November 2012. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. The completed Sources Sought Response document. Interested Firm's shall respond to this Sources Sought Synopsis no later than 2 May 2012. All interested firms must be registered in CCR to be eligible for award of Government contracts.
