- Sample Guard Services SOW REQUEST FOR INFORMATION 1.0 Description 1.1 The United States Marshals Service (USMS), Prisoner Operations Division (POD) is issuing this Request for Information (RFI) to identify potential sources capable of providing armed guard services. 1.2 THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Data submitted in response to this RFI will not be returned. Information is being requested in order to make potential future requirements better for industry and the Government. 2.0 Statement of Objectives 2.1 OVERVIEW The USMS is responsible for the detention, transportation, and medical care of federal prisoners in US Marshals custody across the 95 United States Marshals Service (USMS) District offices and approximately 12 Sub-offices (herein referred to as "Districts") located in all 50 states, Guam, Northern Marianna Islands, Puerto Rico, and the U.S. Virgin Islands. BACKGROUND INFORMATION ON GUARD SERVICE REQUIREMENTS The USMS is a law enforcement agency within the Department of Justice and is responsible for the detention, transportation, and medical care of approximately 50,000 prisoners in USMS custody. The prisoners are housed in local detention facilities located throughout the 50 states. The attached sample statement of work is an example of typical guard service requirements. 2.3 PURPOSE OF REQUEST FOR INFORMATION (RFI) The United States Marshals Service (USMS) is seeking information for the purpose of identifying the availability of potential sources capable of providing armed guard services. Vendors are encouraged to submit information regardless of whether services can be provided in only a single district, a patch-work of states, regionally, or on a nationwide-basis. 2.4 DESCRIPTION OF INFORMATION REQUESTED Vendors offering armed guard services are invited to address the following items: • Provide a capability statement addressing your company's ability to provide armed guard and related services. • Does your company provide armed guard services that meet the requirements as described in the sample statement of work? • Where is your company licensed to provide armed guard services? • Where are you able/interested in providing these services to the USMS (Please clearly identify the Districts where you are able to provide services)? • Describe your firms' socioeconomic classification (i.e. large business, small business, HUBZone, 8(a) small disadvantaged business, woman-owned small business, etc). The applicable NAICS code is 561612 with a size standard of $18.5M. • Does your company have a GSA Federal Supply Schedule Contract? If so, please provide the Contract Number and indicate whether the services as described in the statement of work are available on your Schedule. • Any other relevant information relating to your company's ability to meet the USMS requirements for guard services. 3.0 Responses 3.1 Responses to this RFI have no page limit and are due by 13 April 2012. Both e-mail and mail submittals will be accepted. Please send e-mail responses to the Contracting Officer, Ian Rothfuss at ian.rothfuss@usdoj.gov. Mailed responses should be sent to the Contracting Officer at: Prisoner Operations Division, Office of Contract Services, 2604 Jefferson Davis Highway (CS-4 Suite 1100), Alexandria, VA 22301. 3.1.2 Any questions regarding this announcement should be submitted in writing by e-mail to the Contracting Officer at ian.rothfuss@usdoj.gov. 4.0 Summary This Request for Information is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers.
