- Description
- The Social Security Administration (SSA) is attempting to identify responsible Contractors that are capable of providing an email anti-virus/anti-spam software product and accompanying maintenance support. The anti-virus/anti-spam product will protect the enterprise network from viruses, Trojans, worms, and malicious spyware. The system will help keep SSA and its client's communication secure. With the growth of the Internet, email has become a convenient method of worldwide communication. In order for SSA to use email as a means of conversing with the public, that communication must be kept secure. The public--and to some extent the business community-- cannot be counted on to have the sufficient anti-virus/anti-spam measures in place on "their side". To that end, an email solution that allows SSA to meet the requirements of State and Federal regulations must be provided solely by SSA. An email anti-virus/anti-spam system needs to provide the following capabilities: Automatically update its virus and spam protection. A user interface to manage the filter policies. Flexible message-filtering policy management to define the handling of virus, spam, and other email. Delegated administration of policy, reporting, quarantine and other features to sub-administrators. A user interface for users to manage their personal quarantine, allow lists, and other spam-filtering preferences at their convenience. Administrative quarantine management capabilities to query, analyze, and maintain the organization's message quarantine. Global and per-user allow and block lists and configurable actions. Comprehensive logging and reporting that contains detailed feedback on filtering activity. Central server management to ensure multiple servers remain synchronized with the same rules and configurations. Generic functionality of scanning process The steps of receiving a new mail message from the Internet Intercept messages at the email gateway level (using built-in or external MTA). Scan the messages for spam, viruses and other conditions as defined by the message-filtering policy. Apply policy actions to the messages. Pass each message back to the MTA for delivery to the intended recipient, or quarantine the message for review in the quarantine. Basic functionality of Administrative Interface The anti-virus/anti-spam product should have these capabilities in its management software Manage the overall filtering policy. Configure the parameters governing anti-spam, anti-virus, and policy filtering. Manage the quarantine. Access reporting tools. Manage the local server settings. Synchronize multi-server configurations. Delegate administrative responsibilities, and control end user interface capabilities. Basic Policy options The anti-virus/anti-spam product should have these capabilities for its policy management Discard messages containing a virus. Reject messages from known bad senders. Quarantine messages containing harassing or offensive language. Add disclaimers to outbound messages from specific departments. Route or archive messages based on message content. Quarantine and review messages with specific attachments to protect against leakage of intellectual property or sensitive content. Monitor and log suspicious traffic for system abuse detection. Format of Response : The Government does not intend to reimburse for any information or materials submitted in response. The Government will not notify respondents of the results of the evaluation. The Government will not issue a contract award based on the responses received. SSA is issuing this Sources Sought Notice as part of a market research to determine the availability of services, products, and capabilities in the market place. The Government is not issuing a solicitation at this time. Vendors shall not construe this notice as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Information obtained from the industry responses to this notice may be used in the development of the acquisition strategy and future request for quotes.
