- THIS IS A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) CONCERNS. Firms responding to this announcement must be registered and verified as a SDVOSB in the Vendor Information Pages (VIP) at https://www.vip.vetbiz.gov by the response date of this announcement. The NAICS Code for this acquisition is 541330 and the applicable small business size standard is $14.0 million. The estimated construction range is $100,000.00 to $200,000.00. The G.V. (Sonny) VA Health Care System is seeking Engineering services to provide a full set of bid documents (Scope of Work, Drawings, Specifications, and Cost Estimate) for Project No. 586-12-202, Renovate Surgical Intensive Care Unit. REQUIREMENTS FOR A/E SERVICES FOR PROJECT 586-12-202 CONDUCT SITE STUDY OF UNDERGROUND WATER & SEWER INFRASTRUCTURE GENERAL SCOPE: The primary focus of the work is to provide an in-depth study of the facility s underground water and sewer utilities to provide complete investigation and upgrade recommendations for these site utilities at the G.V. (Sonny) Montgomery VA Medical Center campus, Jackson, MS. The study will include, but not limited to, information gathering, site investigation, and system design. The evaluation shall note any deficiencies within the systems and provide recommendations for corrections. The existing water service includes an 8 main loop around the facility site with several taps to feed into various the buildings. The water loop also feeds the site fire protection system (including both fire hydrants and building fire protection systems, through post indicator valves (PIV) and fire pumps). The existing loop is connected to the facility s well and elevated tank system, as well as two city water main feeds (valves are currently closed to city mains, connection is for emergency backup only). [Water loop is ~4600 in length, with approximately 5 building feeds, 6 PIV fire connections (including 2 fire pump feeds), and 10 fire hydrants] The facility sewer system is divided into separate sanitary and storm sewer systems. The sanitary sewer ranges in size from 8 to 12 , serves all the facility buildings, and connects to a single point of discharge from the site. There is approximately 4000 of sanitary lines serving the site, connected thru approximately 27 manholes. The storm sewer system ranges from 6 to 36 and discharges from the buildings in multiple, decentralized feeds into various collection and run-off locations. There is approximately 8000 of storm sewer serving the site, connected thru approximately 20 manholes. A.Conduct necessary site survey to identify extents and locations of the underground water and sewer systems. In addition, perform required survey to identify all utilities, roads, sidewalks, curbs, and other features that would affect the design of replacement system components or system repair services. B.Perform sewer pipe camera inspection of all exterior storm and sanitary mains. Confirm location of manholes, clean-outs, etc. Provide a complete report, including a video record, which identifies all damaged sections or potential problems within the system. C.Provide plans and specifications for work required to repair (either by sleeving or replacement) of items identified by the above sewer system inspection. D.Provide plans and specifications for design of a replacement domestic water distribution loop. New system to include, but is not limited to, new backflow preventers and meters at connections to City of Jackson mains, connections to all existing building feeds/fire service feeds, and connection to the existing well and elevated tank system. New distribution system to be constructed with C900 piping and mechanical joint fittings (or an alternative piping system, upon VA approval). Evaluate existing demands and potential future needs (of up to 250,000 square feet of building addition) to properly size the new loop. E.All repair or replacement design shall include all road patching, sidewalk/curb/gutter replacement, and road/parking striping, as required by the installation work. F.Distribution loop design shall include multiple isolation valves, throughout the loop, to allow for sections of loop to be isolated for repairs, while minimizing the overall system disruption. G.Distribution loop design shall be modular in nature to allow for installation of sections in multiple, smaller phases, over time as allowed by future funding availability. TIME SCHEDULE, REVIEW, AND SUBMITTAL REQUIREMENTS: The following specifies the materials to be submitted by the A/E to the project manager for review and due dates for the submission. Timeframes are approximate and will be finalized during contract negotiations. A.Preliminary Submission: Four (4) sets of documentation due sixty (60) days after award of contract. Preliminary report shall document all finding from initial site survey, showing layout and location of identified utilities and site features. Facility shall review and make comments and recommendations, to be returned to the consultant within fourteen (14) days. B.Sewer Piping Inspection: Four (4) sets of inspection report and three (3) copies of video record due one hundred ten (110) days after award of contract. Report shall have complete information as detailed in the scope of work and provide final recommendations on the required repair work. All review comments will be returned to the consultant within fourteen (14) days. C.Distribution Loop Design: Provide intermediate system designs reviews at the 25% (preliminary), 75% (fully developed) and 100% (final design) stages. Provide four (4) sets of review materials at each submission for facility review. Allow fourteen (14) days per facility review period. Design reviews will be due as follows: 25% (160 days after award), 75% (210 days after award), 100% (260 days after award). Provide final completed design documents, encompassing all facility comments as appropriate three hundred (300) days after award of contract.. MATERIALS FURNISHED TO THE A/E BY VA: A.Station as-built drawings (originals to be retained by the VA). The accuracy of these drawings must be field verified by the A/E. B.VA design manuals, standard details, and construction standards, available thru on-line technical information library. All design submissions are subject to Department of Veterans Affairs review. Firms that meet the requirements listed in this announcement are invited to submit two (2) copies of Standard Form (SF) 330 with appropriate documentation to the Contracting Officer. All SF330 submittals may be sent to the attention of Jennifer Adams at jennifer.adams7@va.gov, Subject Line: SF330 Project 586-12-202. The Contracting Officer is not responsible for not receiving submissions due to the offeror misaddressing the e-mail or illegibility of the SF 330. The Contracting Officer will acknowledge receipt of the SF 330 as a reply to the e-mail address of the sender. Submissions will only be accepted via email. SF330 s are due no later than May 11, 2012, 4:00 PM central standard time. Forms are available online at: http://www.gsa.gov/portal/forms/type/SF. After the evaluation of SF330 submissions in accordance with the evaluation criteria, three of the most highly qualified firms will be chosen for interviews to present their approach to the design to arrive at selection of the number one firm for negotiations. The contract is anticipated to be awarded in June 2012. The Government will not pay nor reimburse any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. The selection criteria shall be in accordance with FAR 36.602-1 and Veterans Affairs Acquisition Regulation (VAAR) 836.602-1. THIS IS NOT A REQUEST FOR PROPOSAL. THIS CONSTITUTES THE ONLY PRESOLICITATION/ SOLICITATION NOTICE. THERE WILL BE NO FURTHER SOLICITATION DOCUMENTS PROVIDED.
