- Notice of Intent: The Department of Homeland Security (DHS), U.S. Coast Guard (USCG), intends to enter into negotiations on a sole source basis under the authority of FAR 6.302-1 with Morphix Technologies, 2557 Production Road, Virginia Beach, VA 23454. The USCG has an immediate need to procure a sensitive, selective, durable, lightweight customized kit of eight (8) chemical detector cassettes that provide an immediate visual indication of the presence of a chemical hazard without the need for a liquid sample. It enables the war-fighter and first responder to visually monitor, in real time, the presence of hazardous chemicals simultaneously. The cassettes must be compatible with the Chameleon Chemical armband produced by Morphix Technologies. Morphix Technologies is the only manufacturer that is capable of producing an acceptable maritime chemical detection system for the U.S. Coast Guard that has been tested and verified by an independent US Government laboratory. Testing and verification requires the detection cassettes to be fully capable to be worn for an extended period of time in an operational environment (land and maritime), diverse weather climates/environments and be submerged in salt/fresh water for extended periods. The Department of Defense has completed its verification of the Morphix Technologies detection cassettes for the intended operational environment. Additionally, the USCG has completed extended operational evaluations during its 13 month WMD response test and evaluation program. As a result of this verification process, the lightweight chemical detectors have been approved for use by the USCG in a maritime environment that contains chemical agents. This notice is not a request for competitive proposals. However, if your firm currently has a certified product in accordance with the requirements stated herein, you may submit a proposal for consideration. If the proposal is received by 5:00 PM PST, Thursday, April 19, 2012 it will be considered by the agency.
