THIS IS A SOURCES SOUGHT BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This request is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal or a promise to issue an RFP in the future. This request does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Orlando Veterans Affairs Medical Center anticipates seeking a proposal in the near future, but not at this time and will not accept unsolicited proposals. Respondents are advised that the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this request. All costs associated with responding to this request will be solely at the responding party's expense. Responses and submissions will become Government property and will not be returned. Not responding to this request does not preclude participation in any future request for proposal/quote, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. NAICS: 518210 PSC: 7030 Performance Location: Department of Veterans Affairs, Attn: Pathology and Laboratory, 5201 Raymond St., Orlando, Florida 32803 Sources Sought The Orlando Veterans Affairs Medical Center (OVAMC) has a need to improve and simplify data management to assist with improved efficiency. OVAMC is interested in changing from a manual to an electronic document control process. OVAMC is seeking a software solution designed to streamline and consolidate document control, auditing as well as Non-conformance management, integrating with action plans, personnel and training information. Other areas may be utilized in due course including document management in other medical center departments such as Sterile Processing Service (SPS). The electronic solution must facilitate with ease OVAMC's ability to comply with guidelines related to document control, upkeep of standard operating procedure manuals, and documentation of quality programs or competency reviews. OVAMC seeks to mirror other VA Centers currently using a proven product. The Bay Pines Veterans Affairs Medical Center uses a standard COTS (Commercial off the Shelf) product called Proquis Enterprise (web-based intranet software solutions) as the base for the client's system requirement. The software required by OVAMC must offer: control documentation, management information, improvement plans continuous. Software must include College of American Pathology (CAP) checklist and be capable of linking and controling documents, electronic signatures, and clear change history to the checklist for documentation and inspection purposes. OVAMC seeks to reduce risk and increase the level of preparedness for audits. Annual licenses support and maintenance, installation and configuration, and 20 user licenses will be necessary to meet OVMAC's need.
