- U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), intends to solicit a contract for Detention Management Services for the following four (4) ICE facilities located in Puerto Rico (PR): Aguadilla Facility 505 Gun Road Aguadilla, PR Luis Munoz Marin International Airport (LMMIA) Internationals Arrivals Terminal Area Isla Verde, PR San Juan GSA Building Highway 28, Intersection Road 165 Guaynabo, PR San Patricio Office Center 7th Tabonuco Street Guaynabo, PR The services required for each respective facility may require all or a combination of the following services: armed guard services, detention services, temporary housing services, meal service, systems maintenance, general grounds maintenance, landscaping services, emergency maintenance service and repairs, facility and security control, pest control and transportation services with armed Transportation Officers to other locations within Puerto Rico. Over 75% of the services required involve armed detention and / or guard services. The Government anticipates awarding a five (5) year Requirements contract using fixed unit pricing. This contract will consist of a thirty (30) day transition period, eleven (11) month base year and four (4), twelve (12) month option years. The Service Contract Act is applicable to this acquisition. All required clauses, provisions and transportation routes will be included in the solicitation and resulting contractual instrument. This procurement is being competed under full and open competitive procedures. Teaming arrangements are allowed and preference will be given to small businesses in accordance with ICE's Socioeconomic Goals. The anticipated release date of the solicitation is on or about April 18, 2012. The solicitation closing date will be thirty (30) days after release of the Request for Proposal (RFP).
