Description
This synopsis is for the purpose of a pre-solicitation notification only. NO SOLICITATION IS ATTACHED. A SOLICITATION WILL BE POSTED ON OR ABOUT 26 May 2012. This construction contract will be procured through a design/build using a two-phase Request for Proposal (RFP) process with full and open competition. Project Title: FY12 VOLAR Barracks and Central Energy Plant (CEP) Renovations, W39000 Block, Fort Hood, Texas General Description of Work: Project Description includes the design and construct of the VOLAR barracks and Central Energy Plant (CEP) renovations in the W39000 block, to improve energy efficiency, eliminate mold and mildew, and provide a better living environment for the soldiers that will last for the next 20 years. Work will include redesign and renovation of 7 barracks to house one soldier per room; replacement of all water and sewer lines within the W39000 block; conversion of the W39000 Block CEP from a 4-pipe steam and chilled water system to a water source heat pump system; replacement of steam and chilled distribution piping within the W39000 block with condenser loop and hot water distribution piping; solar domestic hot water heating at each barracks; electrical upgrades for the W39000 block; renovation/addition of laundry facilities within the W39000 block; addition of mechanical equipment for the admin facilities in the W39000 block for compatibility with the new CEP; temporary boilers and chillers for the admin facilities, that will be occupied during construction; sidewalk replacements; parking lot reconfiguration and reconstruction; landscaping; and LEED Silver certification for each barracks. The magnitude of this construction project (per Defense Federal Acquisition Regulation, 236.204 (iii) Disclosure of the magnitude of construction projects) is estimated between $25 and $100 Million. Project not currently funded. Project will be advertised Subject to Availability of Funds (SAF) using FY12 funds. The RFP solicitation for Phase 1 is anticipated to be issued on or about May 26, 2012. Offers will be due on or about June 8, 2012 for Phase 1 proposals. Phase 2 is anticipated to be issued on or about June 28, 2012. Offers are due on or about August 6, 2012 for Phase 2. No public bid opening procedures are applicable for this solicitation. A firm fixed price construction contract is anticipated to be awarded using Best Value evaluation criteria. The anticipated contract award date will be on or about September 26, 2012. Anticipated project completion date is 720 calendar days after Notice to Proceed. The successful offeror is required to perform on the site, and with its own organization, work equivalent to at least 15 percent of the total amount of work to be performed under this contract. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1542. Large businesses proposing under this unrestricted procurement will submit a subcontracting plan. The Government will not pay for proposal preparation costs. The price proposal shall include but not limited to the cost of the following: All waste and excess material, Mobilization and close out for the total contract, Clean up, Safety (e.g., safety rails, safety nets, tethers, face/clothing protection, etc.), Traffic and work-site signs and barriers, Project management and supervision, Quality Control (QC), Office management and equipment, Depreciation of mobile office(s), Subcontractor profit, As-Built drawings, submittal, permits, license, insurance, and other risks of doing business, and Site security. This solicitation will be issued via Internet only on FedBizOpps Website at www.fbo.gov. Notification of amendments shall be made via FedBizOpps Website only. It is the contractor's responsibility to check the below-listed Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the following internet address: www.fbo.gov. The use of the website requires prior registration at www.fbo.gov. The plans and specifications will be provided through the federal business opportunity website. The plans and specifications will not be made available in paper format or on compact disc. It is the Offeror's responsibility to monitor the FedBizOpps web site for amendments to the solicitation. You must be registered with the Central Contractor Registration Database, (CCR), to receive a Government contract award. You may register with the CCR at www.ccr.gov.
