Description
The purpose of this sources sought notice is to conduct market research of the current small businesses marketplace for diesel oil fuel services contractors able to deliver fuel to a Department of State facility located on the Denver Federal Center, Denver CO. The contractor shall be able to provide and deliver Premium #2, true winter-blend, ultra low sulfur, off-road diesel fuel. The initial estimated quantity is 65,000 gallons total to fill two emergency standby fuel tanks to their 90% safe recommended fill level. The contractor shall be able to provide scheduled filling of lesser quantities periodically and have the capability to provide fuel in the event of an emergency outage situation within three (3) days. All deliveries must have the bill of lading stating the fuel sulfur content and quantity delivered. Every delivery truck must have a sample taken from each compartment within the truck at the site prior to unloading. Delivery drivers will be required to take the samples, the sampling bottles will be provided by and sampling will be observed and sent for testing by a third party. The contractor will not be responsible for associated testing fees. All delivery trucks must be capable of connecting to the Department's Smart-Fill pumping station. The system may be filled via gravity feed from the delivery truck utilizing the Smart-Fill pumps. The contractor's delivery trucks need to carry a minimum of 50' of 3' (or 4') hose and a dry break to connect to the Smart-Fill system. A site-visit of the facility where the fuel shall be delivered may be arranged, if requested by the contractor(s). The NAICS Code for this requirement is 424720 - Petroleum and Petroleum Products Merchant Wholesalers (except Bulk Stations and Terminals). The Government does not intend to pay for the information solicited in this synopsis and will not recognize any costs associated with submission of the information.
