Description
NASA/KSC is hereby soliciting information about potential sources for replacementof industrial overhead bridge crane control, drive, and miscellaneous systems on theVehicle Assembly Building (VAB)175-ton crane located in the LC-39 Area of KSC, Florida32899. The National Aeronautics and Space Administration (NASA)KSC is seeking capabilitystatements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a),Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB),Historically Underutilized Business Zone (HUBZone) businesses,and Historically BlackColleges and Universities (HBCU)/Minority Institutions (MI) for the purposes ofdetermining the appropriate level of competition and/or small business subcontractinggoals for replacing control systems, motor drive systems, and other miscellaneousequipment on an existing 175-ton overhead travelling bridge crane with approximately160 hook height, 89 span, and 670 crane runway, in KSCs Vehicle Assembly Building.Specifically, this 175 ton crane project consists of: 1.Providing detailed system engineering and shop drawings including, but notlimited to: structural modifications, installation details for control and motor driveequipment, control system diagrams, ladder diagrams, wiring and interconnection drawings,product data, equipment schedules, sequence of operations, annotated software logic,control panel arrangement diagrams, reliability analysis, work plans, operations andmaintenance information, training programs, record as-built documentation, engineeringcalculations, and other construction transmittals as required by the contract documents.These documents will be approved by the Government, prior to start of work.2.Existing system demolition. Working around operational critical facilityequipment with minimal impact. 3.Factory fabrication and testing of customized control and drive equipment.4.Electromagnetic interference (EMI) suppression and testing and crane drive,control, and power systems to military (EMI) standards. 5.Field demolition and replacement of the following drive systems on an existingcrane structure including drives, motors, control, instrumentation, power, grounding, andancillary systems.a.Twin main hoist drive assemblies.b.Main hoist hook rotation drive.c.Twin auxiliary hoist drive assemblies.d.Bridge drive assemblies (4 motors).e.Twin trolley drive assemblies.6.Replacement of the crane instrumentation, control, and operator interfacesystems.7.Field replacement of crane power, lighting, and grounding systems. Modificationof the 480V power facility power feeder to the crane feed rail system.8.Field modifications to the existing crane structure to replace the operatorcontrol cab and improve access and maintenance.9.Environmental and safety work including working at heights, worker protection,asbestos/lead avoidance or abatement, waste segregation, and waste disposal.10.Monitoring and control equipment installation including computer hardware,computer software, programmable logic controllers used in enhanced safety applications,electrical power and control wiring construction, control panel fabrication, engineeringshop drawing preparation, control sequence development, custom software development,human-machine interface development, test procedure development, user training, andperformance certification elements. 11.Electrical installation and routing of conduit, connectors, control cabinets, junction boxes, and wiring systems. 12.Development of training program and materials and the presentation of trainingmaterial for control system operators and maintenance engineers at KSC. 13.Testing and commissioning, including factory testing prior to deployment withfull control system input simulation, full field acceptance testing to include loadtesting. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), ServiceDisabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested small business firms having the capabilities necessary to meet or exceed allaspects of the requirements described herein, are encouraged to submit to the contractingofficer capability packages demonstrating their ability to perform the statedrequirements. The capability packages shall be no more than nine (9) pages in length and printed in notsmaller than 12 point type. The capability packages shall reference this Sources SoughtSynopsis and be titled: Replace Control and Power Systems, VAB 175-Ton Bridge Crane,LC-39 Area at the John F. Kennedy Space Center, Florida.The capability package shall address, as a minimum, the following:1. Company name; DUNS number; address; and a primary point of contact (E-mail address andphone number). 2. Description of principal business activity; number of employees; company business size(large or small business in NAICS Code 333923); and specifically identify if you are aHUBZone small business, a service-disabled veteran owned small business, an economicallydisadvantaged woman-owned small business, or an 8(a) small business. 3. Financial Capacity:Aggregate bonding capacity and bonding capacity per project;current balance sheet and income statement; and the firms average annual revenue for thepast three (3) years. 4. Experience Provide the number of years in business and a listing of projectsrelevant to NAICS code 333923 performed in the previous five (5) years. Relevant work forthe purposes of this Notice can be defined as, but not limited to, the following: a. Experience in manufacturing or retrofitting crane control and drive systems onindustrial cranes performing precise lifts involving explosive, radioactive or otherhazardous materials including the system installation and associated shop design, shopfabrication and testing, and field installation and testing work performed in the lastfive yearsb. Experience working on existing cranes in and around other building systems at anactive, secure facility in government, industrial, or manufacturing settings.c. Experience in developing, designing, fabricating, factory testing, installing, and,field testing complex crane system performance, safety, reliability, and human-machineinterface systems as detailed in the SCOPE OF WORK described above.Capability packages must be submitted electronically, via e-mail, to Tyrone Frey, NASAContract Specialist, at the following address: tyrone.j.frey@nasa.gov on or before3/17/2012 NASA/KSC will review all responses that comply with the submission instructionsusing the following criteria: breadth, depth and relevancy of experience as it relates tothe work described above. NASA does not plan to respond to individual responses and doesnot intend to post information or questions received to any website or public accesslocation. Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. Failure to respond to this notice does not exclude any interested party from futureconsideration for proposals which may be announced or solicited by NASA.
