Description
Statement of work This is a combined synopsis/solicitation/Request for quote for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID RFQ 12036 issued as a request for quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-57. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business concern. The associated North American Industry Classification System (NAICS) Code 112990, which has a small business size standard of $0.75m. The National Institute of Health, The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure animal production services for mice. *See attached statement of work.* Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The contractor must be AALAC accredited and able to meet technical requirements. Evaluation Criteria; 1) Mouse breeding, approximately 40 offspring of each strain each month and handled by trained staff 2) Mouse care, mice should be housed in germ free isolators with at least 2 isolators for each strain with no contact occurring between mice and caretaking staff. 3) Physical Facilities must be compliant with AAALAC accreditation and shall maintain accreditation throughout performance under this contract. 4) Special restrictions. 5) Reporting requirements. The proposed purchase order will be services and related supplies for which NIAID intends to solicit and negotiate with only one source under authority of FAR 6.302-4. The Government will award a firm-fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Copies of the aforementioned clauses are available upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. Offers must be submitted no later than ) April 18th, 2012 at 4:00pm Eastern Time (ET) to Mr. Daniel Herdman. For delivery through the Postal Service, the address is NIH/NIAID/AMOB, 10401 Fernwood Drive, Suite 2NE52C/MSC 4812, Bethesda, Maryland 20817-4812. Electronic submission and fax submissions will not be accepted. In order to be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
