Senior Law Enforcement Advisor Chisinau, Moldova Issuance Date: 04/03/2012 Closing Date: 05/03/2012 SOLICITATION NUMBER: PSC-12-024-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The US Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through global cooperation. The principal goal of the INL program in Moldova is to assist the host country in meeting European and international law enforcement standards in preparation for eventual integration into the EU. This involves providing assistance to modernize and increase capacity of Moldovan law enforcement and criminal justice institutions, fight corruption, combat organized transnational crime, and uphold the primacy of the rule of law. Successful delivery of assistance to Moldova requires coordination and collaboration among other donors and development partners in the law enforcement and criminal justice sectors. INL strives to take on a leadership role in ensuring effective coordination. Purpose: This personal services contract (PSC) Senior Law Enforcement Advisor (SLEA) position is located within the US Department of State's (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL) section of the US Embassy in Chisinau, Moldova. The Advisor shall assist in (1) assessing immediate Moldovan law enforcement needs; (2) developing, implementing, monitoring, and evaluating law enforcement training initiatives; (3) providing the Ministry of Internal Affairs (MOIA) with guidance on standard operating procedures, staffing standards, management skills, and development of special units; (4) assisting the MOIA police patrol units in developing a strong public relations process to work with the public; and (5) assisting the Government of Moldova (GOM) in promoting and implementing systemic, organizational, legal, and regulatory development of the civilian law enforcement sector. The Advisor will provide advice and support to the INL Country Director and colleagues, and representatives of development and law enforcement agencies at the Embassy. The Advisor will work closely with officials at the Moldovan MOIA. The Advisor will serve as the in-country program coordinator and will provide program implementation, direction, and execution oversight of the US law enforcement assistance program. The Advisor will manage projects including law enforcement academy development, Moldovan police in-service training and equipment assessments, implementation of required training by appropriate subject-matter experts and practitioners, and technical advice on procurement of appropriate equipment. Relationships: The Advisor will work under the direct supervision of the INL Country Director. The Advisor will initiate projects and execute approved programs under general supervision. The INL Country Director will review the timeliness and effectiveness of the Advisors work. Duties and Responsibilities: a. Review host country law enforcement needs; manage, prioritize, and evaluate USG-sponsored law enforcement assistance projects under the guidance and direction of the INL Country Director; keep him/her informed of the details of such implementation, including progress and problem areas. b. Coordinate with other components of the host country's criminal justice system to ensure system-wide integration and functionality. c. Provide strategic planning and development in all phases of the law enforcement program. This includes project execution from study period to development through acquisition and implementation; planning, scheduling, budgeting, monitoring, and coordinating among vendors, contractors, and GOM officials; and conflict resolution. d. Communicate and coordinate with other donors to avoid waste and duplication of effort. e. Liaise with US Embassy agency representatives involved in law enforcement, including but not limited to, the Department of Justice, the Department of Homeland Security, the US Agency for International Development, and the Drug Enforcement Administration. f. Advise and assist in preparing documentation for procurement of systems and equipment, including drafting of electronic Purchase Authorization (PA/T) requests, bid solicitation, statements of work, requests for source-origin waivers, sole-source justifications, and delivery and acceptance of systems, supplies and equipment procured. g. Draft and provide advice and assistance in the preparation of required reports, including to the US Congress, INL, and other US federal agencies. h. Attend and report on general law enforcement meetings, national and international conferences and seminars, and meetings with Georgian government officials. i. Provide advice and assistance in end-use monitoring of US government-supplied commodities and draft annual end-use monitoring reports. j. Provide advice and assistance in the formulation of the Mission Performance Plan. k. Participate in visits by senior officials and serve as an escort or control officer. Arrange itineraries and logistical support for official visitors. l. Brief DOS, Congressional, Embassy staff, and other visiting officials on the INL's role and the status of US-Moldova law enforcement projects and related initiatives. Complexity: • The Advisor must be able to review host country law enforcement needs; develop and manage law enforcement projects in coordination with host-country officials; ensure sustainability of projects through provision of appropriate training and maintenance; and have the ability to integrate competing needs of US law enforcement, development, and security agencies, and GOM entities involved in law enforcement. Physical Demands: • The Advisor's work is physical and sedentary in nature and involves activity at the Embassy and in field locations. The Advisor must be able to demonstrate tactical skills and other physical techniques used by law enforcement officers. Training activities at the weapons range, simulated weapons training systems, and obstacle physical training course will be expected. Travel to the United States and regions outside Chisinau will be required, especially for end-use monitoring of USG-donated property. Work Environment: • The Advisor's work occurs at the police academy, in the field, and in the Embassy for meetings, program implementation, activity reviews, and field inspection or program evaluation. Individual must be able to work independently in remote areas for short periods. Minimum Qualifications: 1. US citizen; able to obtain/maintain a DOS Secret security and medical clearance. 2. A Bachelor's degree from an accredited institution with ten (10) years demonstrated experience in related field or a minimum of twenty (20) years demonstrated experience in the fields of international development, law enforcement, international relations, and/or public administration. 3. A minimum of ten (10) years demonstrated experience in program management, including budget preparation, the procurement of goods and services, and implementation and oversight of projects, preferably involving law enforcement and training initiatives. 4. Demonstrated ability to follow guidance and instructions on law enforcement program implementation; analyze and determine true requirements; and propose feasible solutions for problems in program implementation. 5. A minimum of five (5) years demonstrated experience in procurement and acquisition procedures in a government setting, either Federal, State, County, or City. 6. Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 75 days of assignment successfully. 7. Proficient in Microsoft office Suite. 8. Demonstrated ability to communicate in English, both orally and in writing. Proven experience in preparing well-written reports. 9. Ability to physically and medically live in Moldova and travel when required. Preferred Qualifications: • A Master's degree in project management, public administration, law enforcement, international relations, or related field. • Strong interpersonal and communications skills with extensive experience liaising with officials of foreign governments. • Previous experience working overseas. • Demonstrated experience working overseas and maintaining working relationships in a cross-cultural setting, especially with foreign officials. Evaluation Criteria: Factor 1: Offeror's demonstrated ability to review, analyze, and plan for international law enforcement requirements. Duties require application of sound management and program management expertise. Experience in program management, procurement guidelines, budget development, and program planning, execution, and monitoring. Ability to grasp complex program management issues, including law enforcement operations, procurement of commodities and equipment, construction projects, training, and logistics support. Demonstrated knowledge and understanding of INL, the FAR, and other US Federal Government provisions on procurement, end-use monitoring, and contract management. (35 points) Factor 2: Offeror's demonstrated experience in preparing law enforcement and/or anti-crime budgets, advance acquisition plans, statements of work, procurement orders, electronic purchase authorization requests, sole-source justifications, requests for source origin waivers, and/or inputs for Mission Performance Plans, the INL International Narcotics Control Strategy Report, End-Use Monitoring Reports, and Congressional Budget Justifications. (35 points) Factor 3: Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
