- SINGLE SOURCE ANNOUNCEMENT 1. Introduction/Statement of Intent The Forest Service (USFS), Tongass National Forest intends to solicit from and negotiate with, and award a contract for HVAC Annual Maintenance and Monitoring in Juneau, Alaska, to Control Contractors - Juneau, Alaska 99801, on or about April 16, 2012. A Request for Quote was issued under FAR 13 - Simplified Acquisition Procedures. No written solicitation was issued. Quotes were requested electronically and received in writing. Only one vendor (Control Contractors) was requested to provide quote. 2. Description of Supplies/Services SCOPE The Contractor shall provide all management, tools, supplies, equipment, and labor necessary for the following services A. Direct Digital Control (DDC) Annual Service Visit B. Direct Digital Control Quarterly Modem Check C. Ten Hours Off-Site Support Annually LOCATION Mendenhall Glacier Visitor Center Juneau Ranger District 8510 Mendenhall Loop Road Juneau, AK 99801 CONTRACT TIME and PAYMENT Start Date: April 16, 2012 End Date: April 15, 2013 Contractor shall invoice quarterly. Each request for payment shall be at the end of the quarter for which payment is requested. GENERAL A. HOURS OF OPERATION. Annual Maintenance Visits will be performed during normal duty hours (Monday through Friday, 8:00am to 4:30pm). B. STORAGE OF MATERIALS. The contractor shall not store material and equipment in the work area without approval and coordination with the Government. Materials and equipment approved for storage shall be placed in safe and secure location and shall not hinder service to the equipment. No flammable liquids shall be stored near the equipment. Flammable liquids must be placed in an approved flammable locker. C. AVAILABILITY OF UTILITIES. All reasonable quantities of utilities will be made available to the Contractor from existing sources. Craftsmen skilled in the respective trades shall install any temporary connections in accordance to industry standards, at no cost to the Government. Any damage to the Government property shall be repaired or replaced by the contractor at his expense. The contractor shall remove any temporary connections when no longer needed for that particular item of work. D. DISPOSITION OF MATERIALS. All debris shall be disposed of at an approved off-site location by the Contractor. E. SAFETY. The contractor is solely responsible for complying with all applicable Occupational Safety and Health Act regulations. ANNUAL SERVICE VISIT The contractor shall perform annually a complete and comprehensive on-site check of all digital control components in each building listed in the Schedule. On-Site check shall include: A. Contractor's technician shall meet with building operator/manager to discuss the overall system operation to determine if the operating schedule meets programmed time schedule and any known deficiencies, desired changes, or enhancements. B. Review each system sequence of operation to verify that the equipment functions as originally designed. Check that set-points are being maintained, flow indication is working, and alarm functions are properly set up. C. Review all connected points for bad sensor readings, flow indication problems, set-points not being maintained and loop tuning. Tune any loops that are excessively hunting. D. Perform a visual inspection of major systems. Note any discrepancies and forward in the Annual Service Report. E. Make calibration and field device adjustments as required for proper indication readings. F. Review all application software databases and verify that such databases are maintained in accordance with recommended operating procedures. Perform a complete back-up of the most recently verified databases and maintain on file for emergency back-up and to ensure that both the Forest Service and the contractor have the most current database. G. The database is the custom-programmed information in each controller required for the system to operate. Having the most recent database on hand ensures that there will be minimal disruption and expense involved in re-loading a controller should the database be lost or a controller be damaged. H. Provide the latest firmware to keep all controllers at current revision levels. This allows the Forest Service to receive system enhancements and improved performance as developed. This also allows additions to be made to the system with the latest versions and models of controllers as desired. I. Contractor shall not be responsible for host computer hardware upgrades or for significant enhancements to existing features of the operating platform. J. Generate a printout of the Exception Log and Current Alarms, providing a quick reference to any problems that have been or are occurring in the system. Submit with the Annual Service Report. QUARTERLY MODEM CHECK Perform four (4) modem checks per year, each check consisting of calling the site and establishing communication. Once established, review system operation by modem and generate an Exception Log and Alarm Report. Verify that all connected controllers are communicating properly. Report any problems found with the modem communication or system operation. Provide the Exception Log, Alarm Report, and any problems in the quarterly modem check report. OFF-SITE SUPPORT Provide 10 hours annually for which the Forest Service or its Contractor can call for system support and manipulation. Generate a log of interaction or other time chargeable to the 10 hours and submit with the quarterly modem check report. ANNUAL SERVICE REPORTS The Annual Service Report shall contain a statement of any work accomplished during the annual maintenance visit, including the inspection and test, the results of the inspections and test, any part replaced or adjusted and any items that are questionable in operation or remaining serviceability. Reporting can be accomplished through electronic means, including through email or the Internet. The contractor shall furnish to the CO a copy of each Annual Service Report. QUARTERLY MODEM CHECK REPORT The Quarterly Modem Check Report shall list the following events. Date and time shall be listed for any event listed in the Log: A. Any reportable events as described in the Quarterly Modem Check. B. Any alarm that the system has experienced; any action taken by the contractor. List contractor's representative involved in the event. C. Any phone call for support or system manipulation initiated by the Forest Service. List the name of the Forest Service or Forest Service Contractor's representative responsible for initiating the phone call. D. Dates and times for any reportable event or response taken by the contractor. Enter any interaction with the Forest Service or its Contractors, and track used and remaining Off-Site Support Services rendered by the contractor. The contractor shall furnish to the CO a copy of the Quarterly Modem Check Report with contractors request for payment. WORK NOT INCLUDED Contractor shall notify the CO of any repairs identified during the Annual Service Visit or Quarterly Modem Checks. Provide a cost proposal for such work to the CO for negotiation for a contract modification GOVERNMENT FURNISHED PROPERTY AND SERVICES Continued modem connection. REPORT SUBMITTALS Reports required by this contract shall be submitted electronically in "PDF", "DOC" or in hard copy. 3. Total Estimated Value and Period of Performance We contemplated in awarding a multi-year contract or an IDIQ- however there may be some changes in the future to the system. In light of these pending changes, it did not make sense to award a contract covering more than one year. Contractor Quote: $5,968.00 4. Authority: under the authority of FAR 6.302-1. 5. Reasons for Single Source The reason for doing an annual purchase order is the job is small; only one vendor is licensed in the State to work on this system. No other services will satisfy agency requirements. 6. Questions No solicitation document is available. All interested sources may submit a proposal, which will be considered. This notice is not a Request for Proposals, nor does it represent a commitment by the Forest Service to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification.
