Description
A. Description: This is a Request for Information (RFI) ONLY! This is not a request for proposal, but a survey to locate potential sources for planning purposes. No further information is available from the Contracts Division. This synopsis/RFI does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited. The Government is not responsible for any cost incurred in furnishing this information. All information received in response to this notice that is marked "Proprietary" will be handled accordingly. Responses shall not include any classified material. Responses received to this notice will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests. Information contained herein is based on the best information available at the time for publication, is subject to revision, and is not binding upon the Government. Availability of any future formal solicitation will be announced under a separate Federal Business Opportunities announcement. B. Objective: To find sources that are qualified to perform in accordance with the specifications below. This notice is for informational purposes only. C. Specifications: The Army Research Laboratory located in Adelphi, MD is looking for companies with the capabilities and facilities to provide commercial and/or non-developmental Gunfire Detection Systems (GDS) modification/upgrade kits for the existing United States Special Operations Command (USSOCOM) PILAR GDS inventory. The US Army in support of USSOCOM intends to apply for approval of a Foreign Comparative Test (FCT) project (www.acq.osd.mil/sts/fct) to evaluate candidate GDS modification/upgrade kits. The Army is interested in contracting with vendors who are currently developing GDS system capabilities to include the integration of GDS hardware with vehicle navigation system software and the integration of multiple PILAR M1 fixed site systems to obtain 360 degree coverage of Forward Operating Bases. The government may decide to acquire for testing purposes one or more vendor products that appear to meet or exceed the stated criteria. Responses are requested of those suppliers who can provide one or more fixed site GDS system modification/upgrade kit capable of integrating multiple PILAR M1 systems to obtain 360 degree coverage and one or more mobile GDS system modification/upgrade kit capable of integrating the PILAR M2 system with vehicle navigation systems, such as FalconView, for test and demonstration purposes. Interested parties should be advised that the anticipated delivery schedule requirements will preclude consideration of developmental items. As mentioned above, the Government is interested in COMMERCIAL and/or NON-DEVELOPMENTAL ITEMS only. Potential vendors shall be capable of meeting the following criteria: 1) required capabilities need to be integrated into SOCOM's existing GDS PILAR inventory and 2) systems need to meet the same performance requirements (azimuth, range, elevation, etc.) of SOCOM's current GDS inventory. D. Responses: The electronic copy of responses is to be in Microsoft Word 2003, Microsoft Word 2007 or Adobe Acrobat 9 compatible format using a size 12 font with one inch margins. A submission should include: a.A product description with performance parameters, a statement regarding availability, a summary of prior testing, test reports, and an estimated cost for the price of test articles and production units. In addition, any information that demonstrates your expertise, experience, and thorough understanding of the areas of interest is desired. Please provide name of firm, CAGE code, address, POC, phone/fax number, and email address.
