Description
The US Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), specifically the Strategic Sourcing Acquisition Division (SSAD) intends to award on a sole source basis to Novatel Inc. using the procedures in FAR parts 6 and 8. The award will be a firm fixed price delivery order. The DOC, NOAA, specifically the Observation and Analysis Division requires Novatel Waypoint Inertial Explorer post possessing software v.8.40 for GPS/INS applications software including a hardlock (USB dongle) license key, Qty 2 each; Software maintenance and technical phone support for I year Novatel, Inc. is the only party known to NOAA that can provide the required software, maintenance and technical support. The statutory authority for other than full and open competition is 41 USC 253©(1) as implemented by FAR 8.405-6(b), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334511 with a small business size standard of 750 employees. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTES. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be emailed to charley.yancey@noaa.gov by 4:00pm on April 17, 2012. Awards will be made using FAR part 8, Required Sources of Supplies and Services- Limited Sources. The determination to compete or not compete the proposed order based upon responses to this notice is solely within the discretion of the government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement
