- This is an EAMPLE of the schedules for the Peak Off-Shore Network. Sources Sought Notice - Request for Information (RFI) USPS Air Transportation Category Management Center Washington DC Christmas Peak Season In accordance with the Postal Service's Supplying Principles and Practices, the Postal Service is issuing a request for information (RFI) as a sources sought notice. This is an invitation for potential suppliers to register interest in providing air transportation and supporting services for the peak holiday mailing season in December 2012. It is the intent of the Postal Service to award air transportation to qualified, high performing air transportation suppliers, at reasonable prices, that are willing to meet postal operating and business criteria as listed in this document. A key operating goal is to have sufficient capacity to three offshore locations from Memphis, TN (MEM). The destinations are: Anchorage, Alaska (ANC), Honolulu, Hawaii (HNL), and San Juan, Puerto Rico (SJU). Potential suppliers are asked to submit responses that provide information about their companies demonstrating how they will meet or exceed our provided requirements. This process identifies what is in the marketplace and provides an opportunity leading to pre-qualification of potential suppliers. Unlike a request for proposals (RFP), an RFI does not imply a commitment to acquire the services identified in the RFI from any responding supplier. An RFI provides the Postal Service with useful information to further assess innovative solutions and a better understanding of how the requirements can best be met. The Postal Services intends to prequalify an adequate number of suppliers for the transportation of domestic mail by air with certificated airlines. Reliable on-time performance is of prime importance to the Postal Service. If you are interested in this opportunity, please review the following requirements: Must be a certificated airline company (You need not send anything at this point to show your status; however, if necessary, the Postal Service may contact you and require the documentation.) Must be able to offer dedicated aircraft from December 11, 2012 through December 22, 2012 with the optional day of December 23 Must be able to provide aircraft that can accommodate mail volume up to 130,000 pounds between each lane served to which the Postal Service has demand, including, but not limited to: (MEM-HNL-MEM); (MEM-ANC-MEM); (MEM-SJU-MEM) Must be able to provide a comprehensive contingency plan in order to perform all trips in accordance with the schedule Must be able to provide ground handling services at all air stops, if included in the final requirements of the Postal Service Must be able to provide deicing services at all locations, including MEM, if included in the final requirements of the Postal Service Must be able to provide qualified mechanics according to Federal Aviation Regulations at each location of MEM, ANC, HNL, SJU Must be able to provide fully trained and qualified flight crews to operate all flights Must pay for all necessary landing and parking fees at each air stop Must have the ability to utilize the Network Support System data entry program provided by the USPS Must be in an acceptable financial condition that will allow the Contracting Officer to determine that operations are to remain ongoing. The above represent the primary requirements which are intended to allow the potential supplier to assess interest or to inquire further. Other requirements and provisions will apply prior to any final contracting. Additional information: On-time performance standards will be a requirement. Contract pricing and payment will be on a per-flight basis. Aviation fuel, ground handling responsibilities, and deicing may be provided by the Postal Service. The service must be performed in accordance with all applicable U.S, Federal and local authority transportation laws. Persons who handle the mail must be screened to include a criminal background check, drug screening, and fingerprinting; and must receive a clearance issued by the U. S. Postal Inspection Service, the federal law enforcement arm of the Postal Service. The Postal Service requires strict protection of the mail while in the possession of the supplier.
