Description
The AATD Contracting Division, Army Contracting Command, intends to negotiate on a sole source basis in accordance with FAR 13.501 with Performance Indicator, LLC. The proposed contract action will be a new firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The proposed contract action will purchase the engineering services in support of the 6.2 Close Combat Survivability (CCS) initiatives, more specifically in the area of paints. Additional spectral performance is desired to reduce the susceptibility of Army assets with regards to their signatures. The proposed contract is for the development of paints which have photoluminescent properties in the near infrared while at the same time maintain their visual color characteristic, including gloss levels. This is proposed to be carried out as an effort to baseline the possibilities and to further develop a technology which would provide increased near infrared performance while maintaining the visual color. Such a technology could be incorporated into future paints allowing for an increase in the capability in the paints ability to aid in the area of susceptibility reduction Army assets and at the least provides support and understanding for incorporation of this unique and valuable capability into future paint studies. Performance Indicator, LLC currently is the only source that possesses the unique and original technology that allows phosphors to store light energy when excited by light of appropriate wavelength, and re-emit this stored light energy over time in the infrared. The long persistent phosphors typically are charged with long Ultra Violet / short visible radiation and can emit light (photoluminescent) in the near infrared for over 10 hours after the excitation source is removed. Their technology is self activating with natural light and hence will not required to be excited with an external energy source such as a laser during detection of the near infrared emission, and is a unique characteristic developed by Performance Indicator, LLC on to itself. Additionally, as a result of prior, self-funded work Performance Indicator, LLC has demonstrated their ability to produce paints that meet the required capabilities to maintain visual color characteristics, including level of gloss, while selectively modulating infrared self emission properties. Performance Indicator, LLC technology provides for an extremely broad dynamic range of controllable infrared emissions while maintaining desirable visual characteristics unavailable from other sources. As a result of Performance Indicator, LLC's previous efforts, possession Intellectual property and Trade Secret knowledge it would be expensive and significantly time consuming for the USG to replicate through new development efforts. There is no source other than Performance Indicator, LLC to provide the level of system-specific expertise and background needed to successfully develop and demonstrate in the manner specified. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will review and consider all capabilities statements or proposals received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct a competitive competition based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
