Description
The Mission Contracting Office -Fort Bragg (MCO-FB), North Carolina has a requirement in support of the Directorate of Public Works (DPW), Fort Bragg, North Carolina to provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform collection, transportation, recycling, removal, and disposal of an average of 30,000 tons per year of Municipal Solid Waste (MSW), and disposal of all refuse in troop areas at Fort Bragg, Pope Field, (excluding quarters), Simmons Army Airfield, Camp MacKall, the Airborne Special Operations Museum and Linden Oaks Housing Area, (excluding quarters), North Carolina. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The anticipated period of performance includes a phase-in period of 15 May 2012 through 31 May 2012 with a base period of 1 June 2012 through 15 May 2013 plus four (4) 1-year option periods. The Government intends to award a Fixed Price contract with Economic Price Adjustment (FPEPA) for this requirement. This acquisition is being set-aside 100% for 8(a) small business concerns only. The assigned National American Industry Classification System (NAICS) code is 562111 "Solid Waste Collection" with a small business size standard of $12.5 million. PRE- PROPOSAL CONFERENCE/SITE VISIT INFORMATION (THESE DATES ARE CONTINGENT UPON THE RELEASE OF THE SOLICITATION; THEREFORE, DATES MAY CHANGE). The pre-proposal conference/site visit is anticipated for 9 April 2012 at 1:00 PM EST in the 1st floor conference room, located at the Mission Contracting Office-Fort Bragg, Building 2-1105 C Stack Macomb Street, Fort Bragg, NC 28310-5000. This is the only pre-proposal that will be conducted for this acquisition. All interested firms may attend with a limit of two (2) attendees per firm. Offerors planning to attend this conference must notify the Contract Specialist no later than 04:00 PM EST, 6 April 2012 at stacey.j.bell.civ@mail.mil, with email subject line reference: RFP: W91247-12-R-0032 FB Refuse Collection & Transport Services pre-proposal conference. Offerors shall provide the following information for each attendee: business name and address, legal name, telephone, and e-mail address. Questions will be answered during the course of the pre-proposal conference and all responses will be published to the FedBizOpps website. Any remarks, explanations and answers provided by the Government representatives before, during and after the pre-proposal conference, whether orally or in writing, shall not change or qualify any terms or conditions of the anticipated solicitation. Any such changes will be made by formal solicitation amendment. Failure to attend the conference will not disqualify an offeror; however, the offerors act at their own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of such failure. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. The RFP will be available for downloading at the Army Single Face to Industry website at https://acquisition.army.mil/asfi. It is a requirement that all contractors doing business with the Department of Defense be registered with the Central Contractor Registration (CCR) which is available on-line at http://www.ccr.gov/. Interested potential offerors are responsible for routinely checking this web site for any possible updates. Offerors must also complete Offeror Representations and Certifications on-line at www.bpn.gov prior to submitting an offer. No paper copies of the solicitation will be mailed and telephone requests will not be honored.
