- THIS IS A SOURCES SOUGHT. IT IS NOT A SOLICITATION NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. PROPOSALS SUBMITTED IN RESPONSE TO THIS NOTICE WILL NOT RECEIVE A RESPONSE. Any information submitted to this Sources Sought is strictly voluntary. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this Sources Sought. This Notice is a request by the Government to collect information from A&E companies for the purpose of Market Research. Not providing a response to this Sources Sought will not prohibit/exclude your company from participating in any future solicitations. The Installation Contracting Office (ICO), Fort Lee is considering issuing a Request for Proposals (RFP) for Architectural/Engineering (A/E) Services in support of the Directorate of Public Works (DPW), Fort Lee. Services include but not limited to designs and/or feasibility studies for new structures, roofing, various repairs, alterations and/or improvements to barracks, administrative facilities, warehouses, training buildings and other existing facilities or building condition reports, including Installation Status Reports (ISR), rehabilitation of historic buildings and structures; project management and inspection services for construction projects; computer-aided design and drafting (CADD) services, including the scanning or digitization of existing construction drawings, storm water and other drainage, pavement condition inspections, environmental surveys, reports, studies and designs for the clean-up, removal, monitoring and/or abatement of asbestos, hazardous/toxic materials and petroleum products. The North American Industry Classification System (NAICS) Code proposed for this requirement is 541310 for Architectural Services. The size standard for NAICS 541310 is $7M. The Government is seeking only highly qualified, experienced sources interested in performing the services for this requirement. Responses to this Sources Sought synopsis will be used by the Government to make better informed and appropriate acquisition decisions. The responding company shall provide the key disciplines within their current organizational structure. Disciplines are as follows: mechanical, electrical, plumbing, civil, structural, fire protection, interior design, environmental, hazardous materials, and IT/telecommunications and roofing. The responding company must also have the capacity to simultaneously handle multiple projects. The Government is also requesting that interested vendors, who feel that they can fully support this requirement, furnish the following information: (1) Company name, address, point of contact, telephone number, Duns & Bradstreet Unique Numbering System (DUNS) number, Central Contractor Registration (CCR), and Commercial and Government Entity (CAGE) code and e-mail address. (2) Type of business, i.e., small, small disadvantaged, woman-owned, woman-owned small business, economically disadvantaged woman-owned, HubZone, serviced-disabled veteran-owned small business, etc. (3) Average annual revenues for the past 3 years and number of employees. (4) Provide no more than three (3) references for no more than three (3) of the most recent and relevant contracts directly relating to the services to be provided; performed within the last three (3) years. Include name, address, telephone number, and e-mail address of references. Also, provide a brief description of the work performed, contract number, total contract value, and period of performance. Qualified participants are invited to submit their capability in writing. Only responses received within the open days/time of this announcement will be reviewed. Contractors capable of providing these services should submit a Statement of Capability containing the above referenced information. Interested parties may provide evidence of their capability to accommodate this requirement and must respond by April 10, 2012, 4:00 P.M. Eastern Standard Time to Sharon R. Potential offerors must be registered in CCR and ORCA to be eligible for contract award or payment from any Department of Defense activity.
