- THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Not providing a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. REQUIREMENT The United States Department of Commerce (DOC), Office of Security (OSY) is responsible for security guard services for the National Oceanic and Atmospheric Administration (NOAA) facilities located in Seattle, Washington. The NOAA-Seattle facilities are identified as the Western Regional Center (WCR) and the Northwest Fisheries Science Center (NWFSC). Armed and unarmed security hours will vary per post but are required 24 hours a day, 7 days a week, and 365 days a year. The successful contractor will be required to furnish all contract management of contractor employees, supervisory, and technically trained personnel, uniforms, equipment, materials, and supplies necessary to provide routine and emergency physical security protection and support services. This includes, but is not limited to, armed and unarmed security patrols, entrance control, personal escort duties, parking lot control, law and order duties, security and fire safety surveillance. The contractor will provide properly trained, certified, and licensed employees, at all times, to perform the services as required herein. The successful Contractor must provide Washington State certified security guards and supervisors. All guards (armed and unarmed) must be certified by the State of Washington and carry their license(s) at all times. All guard personnel assigned to armed posts must be certified by State of Washington to carry a hand gun and must carry their permit(s) at all times. All guards must be U.S. citizens. The successful Contractor must furnish and maintain in acceptable condition, all items of uniform and equipment necessary to perform the required services. All guards performing under this contract will be required to wear the same color and style of uniform. The successful Contractor must develop and maintain a physical fitness program for all guard force personnel. The program must be sufficiently comprehensive to ensure employees maintain physical fitness allowing them to continuously meet the physical requirements of their duties. Uniformed personnel must be a minimum of twenty-one (21) years of age. All guards shall be well proportioned in height and weight, and in good general health without physical defects or abnormalities, which would interfere with the performance of duties. All guards must be free from any communicable disease. Guards must possess a high school diploma or equivalency and have two (2) years of experience demonstrating each of the following items: i. The ability to meet and deal with the general public. The ability to read, write and speak the English language fluently under extreme duress. ii. The ability to read, understand, and apply printed rules, detailed orders, instructions, and training materials. iii. The ability to maintain poise and self-control under stress. iv. The ability to construct and write clear, concise, accurate and detailed reports. v. The ability to use a personal computer and utilize various software programs to include Word for Windows and various email applications. GUARD DUTIES: i. Maintain a copy of the Occupant Emergency Plan (OEP) and be able to coordinate activities during fire or other occupant emergency. ii. Maintaining primary responsibility for emergency lock down of all main and secondary entrance doors to prevent unauthorized access during demonstrations or other attempts at unauthorized access. iii. Patrol each floor of all buildings, walking up and down in the stairwells; patrolling the loading dock, and perimeter at least every two hours, unless otherwise assigned. iv. The Contractor may be required to provide escort to any employee requesting such service within the building. This includes the escort of persons to their vehicles parked in various campus parking lots at the Seattle sites. v. Assist with fire drills and emergency evacuation of facilities, including the day care center and playground facilities. vi. Perform crowd control at building entrances and exits; and perform traffic control at the gate (s) and around the building. SUPERVISION AND MANAGEMENT: i. The successful Contractor shall manage the total work effort associated with the guard services required herein to assure fully adequate and timely completion of these services. Included in this function shall be a full range of management duties including, but not limited to, planning, scheduling, report preparation, establishing and maintaining records, and quality control. ii. The successful Contractor shall provide adequate supervision of employees at all times. The supervisor shall ensure that each post is staffed as required, that employees are properly uniformed and present a neat appearance, and that each employee is familiar with their post and duties. iii. The successful Contractor's supervisory personnel must be available at all times to receive and implement orders or special instructions from the COTR concerning matters which affect the operation, protection and security of assigned areas. The Government anticipates a firm-fixed-price type contract. The period of performance for the basic services is expected to commence November 1, 2012 through October 31, 2013, with (4) four one-year options. The North American Industry Classification Code (NAICS) is 561612 with a size standard of $18.5 million. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all these requirements and perform these services. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program; 4) A brief description of your firm's recent past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five (5) pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. No telephone inquires will be accepted as a result of this announcement.
