- I.Introduction This sources sought notice is for information and planning purposes only and shall not be construed as an obligation on the part of Washington Headquarters Services (WHS). In order to proactively plan for future requirements, WHS is conducting market research to locate qualified, experienced and interested large and small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) to provide administrative management and general management consulting. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. II.Background Based on past requirements, the Washington Headquarters Services Acquisition Directorate expects to receive planned and urgent requests for management and consulting studies from OSD, WHS, PFPA and other DoD organizations. The tempo and scale of prior requests have ranged from well-focused, small-scale studies of efficiency in intimate work groups to rapid, widely-scoped studies with the potential for significant departmental impact and attendant high-level management attention. Future requests may require literature searches, personal interviews, data collection, travel, briefings, oral presentations and written reports on a full range of management and organizational topics. In the past these topics have covered business process optimization, human capital management, organization capability enhancement, assessment of organizational effectiveness and the development of business metrics. At this time no solicitation exists. Therefore, please do not request a copy of the solicitation. III.Instructions Interested businesses having the capabilities necessary to perform the stated requirements may submit capability statements via email to Gabriel Wright at gabriel.wright@whs.mil. DO NOT FORWARD capability statements to stas.blaushild.ctr@whs.mil Teaming Arrangements: While teaming arrangements are encouraged, all responses that involve teaming arrangements shall include the requested information for each entity on the proposed team. Responses, in a Word, or Word compatible document, shall be limited to no more than 20 pages. Responses must be submitted not later than Thursday, April 12, 2012, 2 PM EDT. Capability statements will not be returned. Statements received after the due date will be included in updated listings that will be prepared during the first week of each succeeding month. Statements submitted after November 30, 2012 will not be accepted. Please provide the follow Business information: 1. DUNS Number. 2. Company Name. 3. Company Address. 4. Company Point of Contact, phone number and email address 5. Type of company under NAICS 541611, Administrative Management and General Management Consulting Services, as validated via the Central Contractor Registration (CCR). Additional information on NAICS codes can be found at www.sba.gov. Any potential government contract must be registered on the CCR located at http://www.ccr.gov/index.asp. 6. Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.); 7. Current GSA Schedules appropriate to this Sources Sought 8. Current Government Wide Agency Contracts (GWACs) 9. Point of Contact, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses. 10. Number of employees 11. Three specific examples of prior efforts with efficiency impacts of over $10,000,000 per year 12. Three specific examples of rapid efforts requiring ten or more employees 13. Three specific examples of efforts that began within seven days of engagement. 13. Responders should also include a statement about whether or not they have an approved Federal audited accounting system. If the responder has an approved accounting system, please provide the certification in which the accounting system was deemed adequate (e.g. the name of the audit agency and audit number). You may submit as an attachment, which will not count towards the overall page limit. IV. Conclusion WHS appreciates your assistance with this market research and emphasizes that this is for planning purposes only. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates WHS to award a contract. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. Acknowledgment or receipt will not be, nor will telephone inquiries be honored. No payment will be made for responses. Respondents should clearly mark any proprietary information submitted in response to this RFI. Since WHS anticipates a large response to this request we will be not be engaging in telephonic discussions, presentations or meetings.
