NNK12CA05R Architect-Engineer Services, Design, and Other Professional ServicesRequired to Rehabilitate, Modernize or Provide Structural Systems for Existing or NewFacilities at the Kennedy Space Center (KSC), Florida; Cape Canaveral Air Force Station(CCAFS), Florida; and Vandenberg Air Force Base (VAFB), California.Contracting Office Address NASA/John F. Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899INTRODUCTION The National Aeronautics and Space Administration (NASA) at the John F. Kennedy SpaceCenter (KSC) is seeking capability packages from all categories of small business firmsfor the purpose of determining the appropriate level of competition and/or small businesssubcontracting goals for this requirement. The NAICS code for this effort is 541330 Engineering Services, and the small businesssize standard is $14 million. KSC is contemplating awarding indefinite-deliveryindefinite-quantity contract with a five year ordering period valued at approximately$8M.SCOPE OF WORK This contract will involve essential and substantial effort in structural systems,equipment, and facilities: The professional services required for this project will include, but not limited to,conducting field investigations and surveys, preparing engineering reports withrecommended actions, preparing trade studies, environmental permitting support, preparingfinal designs suitable for competitive bidding, and providing construction siteinspection and engineering support during construction. All design packages prepared bythe A&E firm shall utilize computer aided design and analysis, SpecsIntact (SI)specifications, and include detailed cost estimates. The A&E firms approved designswill be utilized for the advertising and award of fixed price construction contracts. The A&E firm will also be required to perform alternative studies including cost-benefitanalysis and life cycle costing; study or report compilation; parametric cost estimating;detailed take-off cost estimating and subsequent analysis of estimating performanceagainst bids received.The A&E firm will be required to have the capacity to provide allpersonnel to perform all the work tasks identified in this synopsis and the capacity towork multiple projects at the same time. The A&E firm's staffing for this contract must include, as a minimum, registeredprofessional engineers and specialists who have demonstrated specialized experience instructural engineering. Architectural, survey, civil, environmental, fire protection,electrical, or mechanical registered professional engineers and specialists must also beavailable to perform any ancillary design work related to the structural project. Forstate-regulated permits, the A&E shall have staff with professional engineering licensesin the State of Florida.CAPABILITY STATEMENTS Interested small business firms having the capabilities necessary to meet or exceed allaspects of the requirements described herein, are encouraged to submit to the contractingofficer capability packages demonstrating their ability to perform the statedrequirements. The capability package shall be no more than four (4) pages in length and printed in notsmaller than 12 point type. The capability package shall reference this Sources SoughtSynopsis and be titled: NNK12CA05R Architect-Engineer Services, Design, and OtherProfessional Services Required to Rehabilitate, Modernize or Provide Structural Systemsfor Existing or New Facilities at the Kennedy Space Center (KSC), Florida; Cape CanaveralAir Force Station (CCAFS), Florida; and Vandenberg Air Force Base (VAFB), California.The capability package shall include, as a minimum, the following:1. Company name; DUNS number; address; and a primary point of contact (E-mail address andphone number). 2. Company business size (large or small business in NAICS Code 541330); specificallyidentify if you are a HUBZone small business, a service-disabled veteran owned smallbusiness, or an 8(a) small business. 3. Company profile including: annual revenue history demonstrating financial stability,office location(s), a staffing plan demonstrating the ability to retain existing staffand hire/acquire qualified personnel, and a demonstration of the firms ability toprovide continuity of operations at the beginning and the end of a contract. 4. A summary of prior and current experience (within the last ten (10) years)demonstrating:Specialized experience in structural analysis and design of complex structural systems: Test stands, launch structures, movable structures, ground support equipment, towers, andother infrastructure. Primary material types include concrete and steel. The A&E shallalso have demonstrated experience with structural and vibration analysis software. Specialized experience in Facility Design: Complete in-house capability or experience asthe principal design team manager on major projects to demolish, refurbish, and constructnew facilities and structures.Facility types include large commercial, industrial, andlaboratory buildings. The A&E shall have demonstrated experience in producingsustainable, energy efficient, environmentally friendly designs that enable newconstruction or major renovation projects to be certified under the guidelines of theLeadership in Energy and Environmental Design (LEED) Green Building Rating System.Specialized experience in multiple project phases: Planning and feasibility studies,Preliminary Engineering Reports, Final Design, Environmental Permitting, Construction,and Activation/ Commissioning. The A&E shall also have demonstrated ability tosimultaneously perform multiple assignments of varying contract size and type.Specialized experience performing alternative studies: Including cost-benefit analysisand life cycle costing; study or report compilation; parametric cost estimating; detailedtake-off cost estimating and subsequent performance against bids received.
