COMBINED SYNOPSIS/SOLICITATIONPROCUREMENT TECHNICIANS (I)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II)This solicitation is issued as a request for Quote (RFQ). Submit quotes via email or fax (see Item XVI) on RFP Number S2623120008. (III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-576. (IV)This solicitation is being issued as a Total Service-Disabled Veteran-Owned Small Business set aside. The associated NAICS code is 541611. The small business size standard is $14 million. (V)This combined solicitation/synopsis is for purchase of the following commercial services:Two Procurement Technicians in support of the National Park Service (NPS), Washington Area Service Organization -Washington Contracting and Procurement (WASO-WCP), Lakewood, Colorado. (VI)Description of requirements is as follows:Line Item 0001: Contract procurement technician, 1 each, 800 hours, for a base period of performance of six months and one option period of performance for six months in accordance with the Statement of Work (SOW). Line Item 0002: Contract procurement technician, 1 each, 800 hours, for a base period of performance of six months and one option period of performance for six months in accordance with the SOW. (VII)Place of delivery is 7333 W. Jefferson Ave, Suite 100, Lakewood, CO 80235-2034. Delivery shall be FOB Destination. Period of performance shall be a base six month period from May 1, 2012, through October 31, 2012. Option Period One may be a six month period of performance from November 1, 2012 through April 31, 2013. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (FEB 2012), applies to this acquisition. Offerors are instructed to provide quotes with resumes. (IX) FAR 52.212-2, Evaluation - Commercial Items (JAN 1999), applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government, technical, price and other factors considered. When combined Demonstrated Technical Capability and Past Performance are more important than price. The following factors shall be used to evaluate offers: Demonstrated Technical/Management Capability - The Demonstrated Technical/Management Capability Factor assesses the ability of the offeror to effectively demonstrate the knowledge, understanding, and technical ability necessary to successfully meet the requirements in the Statement of Work. A description of the management approach and process that shall be utilized to ensure corporate visibility, emphasis, and involvement in the effective management of the work efforts shall be included. The offerors shall make every effort possible to maximize stability and continuity of its workforce for this project to limit personnel turnover and lapses in continuity. Past Performance/Experience Information - The Past Performance/Experience Factor evaluation will assess the relevance and breadth of the offeror's experience and the quality of the offeror's past performance. The Government is seeking to determine whether the offeror has experience that will enhance its technical capability to perform and whether the offeror consistently delivers quality services in a timely and cost effective manner. In evaluating past performance, NPS will only take into consideration the relevant experience and past performance assessments from the offeror's customers. However, the NPS reserves the right to use other relevant past performance information it obtains through other sources, including other agency databases and information contained in trade literature. A narrative description of recent experiences that represents the offerors ability to perform consistently in a timely cost effective manner with references (Point of contact, phone number, email address and location of work performed and type of work performed) shall be included. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (X) The offerors shall submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (MAR 2012), with its quote.An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (FEB 2012), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (MAR 2012) applies to this acquisition. The following clauses under subparagraph (b) apply:52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set Aside52.222-3, Convict Labor52.222-21, Prohibition of Segregated Facilities52.222-26, Equal Opportunity52.222-36, Affirmative Action for Workers with Disabilities52.223-18, Encourage Contractor Policies to Ban Text Messaging While Driving52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration (XIII) The following clauses are also applicable to this acquisition: 52.204-09, Personal Identity Verification of Contractor Personnel52.217-08, Option to Extend Services - The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days of contract expiration.52.217-09, Option to Extend the Term of the Contract - The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.(b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed one year and six months.52.242-15 Stop-Work Order, The following Statement of Work is an additional requirement for this contract. STATEMENT OF WORKPROCUREMENT TECHNICAL SUPPORTWASO CONTRACTING OFFICE This Statement of Work will be used to fill two (2) position(s) under separate contract vehicles. 1. General Information The National Park Service (NPS) is a bureau in the U.S. Department of the Interior (DOI) and is part of the Executive Branch of the Federal Government. The NPS consists of approximately 397 distinct units extending from Guam to Alaska to Puerto Rico, including all the States except Delaware. The NPS is charged with the management of the nation's most precious natural and cultural resources. The contractor's primary responsibility shall be to provide expert technical, non-personal, procurement technical support to the NPS, within the Washington Contracting and Procurement (WCP) office. The Government retains all decision-making authority. 2. Specific Tasks The contractor shall: Provide personnel to perform a variety of clerical or technical duties to support program development and to assist the program, including: A. Review requests for payment and create receiving reports in accordance with NPS invoice processing procedures. Obtain documentation confirming inspection and acceptance from requester/end-user in order to recommend payment. B. Review contract files and folders for the purpose of closeout and archiving. C. Review and correct electronic contract files and folders for the purpose of data cleansing and conversion of electronic files between the current electronic contracting systems and the new contracting system. D. Maintain records and files by including required documentation. E. Attend NPS meetings, as required and, at any time, bring any issues that may have an impact on contracting policy to the attention of the Contracting Officer (CO) and Program Manager. F. Attend training in support of the tasks required in this contract. G. Use clear and professional communication and provide a high quality of customer service when drafting documents and interacting with Government personnel and the public. H. Be proficient with using Microsoft Word, Microsoft Excel and Lotus Notes e-mail. 3. Personnel The contractor shall provide personnel possessing the skills, knowledge and training to satisfactorily perform the services required under this contract. 4. Performance Requirements The Government will monitor the contractor's performance in accordance with the requirements included in this statement of work. 5. Performance Period, Hours, Location The period of performance is a six month base period, with one, six month option period. The Government anticipates 40 hours per week but may require more or less due to fluctuations in workload. The Government will fund 800 hours (Full Time) which will reflect Federal Holidays, Personal Time Off, and position vacancies. If additional hours are required for the six months, the contractor shall notify the Government when twenty percent (20%) of the funds are remaining so that additional funds can be provided. Normal hours of operation are 6:00 a.m. Mountain Time to 6:00 p.m. Mountain Time, Monday through Friday, except for Federal holidays. The office location is 7333 W. Jefferson Ave, Ste 100, Lakewood, CO 80235-2034 The following are Federal Holidays: New Year's Day Martin Luther King, Jr. BirthdayWashington's Birthday Memorial Day Independence Day Labor DayColumbus Day Veterans DayThanksgiving Day Christmas Day 7. Office Policy Regarding Work Schedules for On-site Support Service Contractors Parameters:Contractors can only work in the office oweekdays;oduring normal business hours of 6 a.m. - 6 p.m.;owith a federal employee present; and owhen the office is not otherwise closed (i.e., holidays, snow days). Flexibility: Team leads have the authority to give their contractors some flexibility, but that flexibility must fall within the parameters above. For example, a contractor normally works 8 - 5, and needs to come in two hours late one morning, and asks to make up that two hours. The contractor can do so as long as the office is open, it is a weekday, the makeup time falls between 6 a.m. and 6 p.m., and a federal employee is present in one of our three offices (program development, operations, or suite 155). Training:If a contractor attends training that is not as long as his/her work day, he/she must return to the office to complete a full day, unless other arrangements within the parameters described above are made with the team leader. Telecommuting:No telecommuting will be available for contractors. Exceptions:Any variation from the parameters described above requires the endorsement of the team leader, and prior approval of the CO, Sybil Winfield. Approval will be granted on a case-by-case basis. Temporary changes to this policy to accommodate end-of-fiscal year activity will be considered, and announced separately. 8. Travel The contractor may be required to travel to a contracting organization within the NPS, although no travel is currently anticipated. If travel is required, the Contracting Officer's Representative (COR) and contractor will mutually agree upon dates and times for when the travel will occur. Travel will be approved and reimbursed at actual expenses in accordance with the Federal Travel Regulation (FTR) and the following: A. Travel Requests The contractor shall obtain prior written approval from the CO prior to incurring any travel expenses. The contractor shall submit a travel estimate to the CO which shall include: o Purpose of tripo Destinationo Durationo Anticipated expenses (e.g. common carrier, lodging, miscellaneous and incidental expenses, taxis, public transportation, parking, etc.) (1) Common Carrier If common carrier is required, the contractor shall purchase the best commercially available "unrestricted" (fully refundable and fully exchangeable ticket), unless otherwise approved by the CO. (The contractor is not permitted to purchase tickets under the General Services Administration (GSA) City Pair Program.) (2) Lodging If lodging is required and such lodging is only available at an amount above the maximum allowable FTR rate (excluding taxes), the contractor must provide documentation as to why the rate was unobtainable. (3) Miscellaneous and Incidental Expenses Miscellaneous and Incidental Expenses (M&IE) will be reimbursed at the allowable FTR rate. (4) Privately Owned Vehicle If a privately owned vehicle (POV) is utilized, expenses will be reimbursed at the allowable FTR rate. B. Invoicing and Payment Schedule - Travel After receiving authorization from the CO, and after completion of the authorized trip, the contractor shall submit an invoice in accordance with the FTR. Any expenses that the contractor incurs which are not authorized, allowable, and justified are incurred at its own risk. The contractor shall submit itemized invoices reflecting actual travel costs incurred (other than subsistence/M&IE). Receipts must be provided for: o Commercial carriers (Air, Rail, etc.).o Lodging (reimbursed at an amount no greater than the allowed FTR lodging reimbursement rate (excluding taxes) for the applicable geographic location).o Rental car.o Miscellaneous expenses (not covered in M&IE) such as public transportation, taxis, tolls, parking, etc., greater than $75. Receipts are not required for:o M&IE in accordance with the FTR.o Miscellaneous expenses (not covered in M&IE) such as public transportation, taxis, tolls, parking, etc. less than $75.o Privately owned vehicle (POV) reimbursements. C. Billable Hours for Travel In addition to hours worked, the contractor may not bill for hours during transit time. Transit time is defined as the time of departure from residence or duty station to the time of arrival at lodging destination. 9. Security Successful completion/adjudication of a National Agency Check (NAC) and National Agency Check with written Inquiries (NACI) is required prior to beginning performance of this contract. The contractor shall obtain the required contractor identification badge and sign any releases and participate in any training required to use Government equipment and operate Government hardware and software. The Government retains the rights to all intellectual property produced in the course of this contract. If violated, the Government reserves the right to require dismissal of the contractor or take any appropriate action. 10. Facilities and Equipment The Government will provide full access to Government property and software to perform the required duties while in Government space. The Government will furnish the office supplies, computer hardware, software, and supporting Government equipment, materials and facilities, as required, in support of the tasks required in this contract. At a minimum the contractor personnel shall complete annual Information Technology (IT) security training for proper use of IT equipment. The Government will furnish to the contractor all necessary current task working papers, project descriptions, program briefing material, other pertinent information, and other documentation or material required to carry out the tasks described herein. 11. Non-Disclosure and Conflict-of-Interest Agreement The contractor personnel will be required to sign a non-disclosure and conflict-of-interest agreement prohibiting the disclosure of NPS sensitive and procurement information to anyone. The contractor employee performing under this contract shall not engage in any actions that would create any actual or appearance of any conflict-of-interest. 12. Resume Provide a minimum of two resumes to fill the one (1) to two (2) position(s) for personnel being considered. Resumes shall be one or two pages each. 13. Overtime If overtime is required during the period of performance of this contract, it must be approved in advance and stated in writing by the Contracting Officer. Overtime will be paid at the basic hourly rate stated in the contract for that period of performance. The overtime hours used may, by prior approval of the Contracting Officer, be charged against the current hours remaining on the contract for that period of performance. This may occur instead of adding funds on the contract as compensation for the overtime hours worked. Incidentally, this may result in a reduced period of performance, and the necessity for an early renewal of that period of performance. (XIV) The Defense Priorities and Allocations System (DPAS) does not apply. (XV) The Government intends to award a firm-fixed-price order resulting from this solicitation. (XVI) Quotes shall consist of a narrative on Technical/Management Capability; Past Performance; References, Resumes of personnel who may be submitted to fill these positions and FAR 52.212-3 Offerors Representations and Certifications - Commercial Items (see Item X). Pricing shall be submitted for Lines 0001 and 0002 as a fully burdened rate per hour for Base and Option periods. Quotes are required to be received in the contracting office no later than 12:00 p.m. MDT on April 17, 2012. All quotes must be emailed or faxed to the attention of Contract Specialist June Zastrow.
