Description
GENERAL CONTRACT INFORMATION: This is a pre-solicitation notice to be issued as a request for quote of a government requirement for the Bureau of Indian Affairs, San Carlos Irrigation Project, Coolidge, AZ. NAICS Code will be 541690 and the size standard is $14,000,000. This acquisition is 100% set-aside for Small Business. The procurement will be conducted utilizing a tradeoff process under simplified acquisition procedures with the evaluation factors of specialized experience on comparable projects and past performance. The award will be based upon the best value to the government considering tradeoffs between the price and non-price related factors. The importance and weighting of the non-price factors in relation to price will not be stated. The government intends to award a contract without discussions with the potential contractors. The contract will be awarded for a one (1) year base period not to exceed $25,000 with an option to extend the contract for an additional four (4) years (at the discretion of the government) not to exceed $25,000 per year. The contract term shall not exceed a total of five (5) years. OPTIONS: The government will evaluate price quotes for award purposes (inclusive of options) by adding the total price for all options to the total price for the basic requirement to determine the overall evaluated price. Any resulting contract will be firm-fixed price. Funds are available for the proposed action, however, if the project is cancelled, all proposal preparation costs will be borne by the contractor. Responders are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation, and/or final award process based on decisions related to DOI and BIA changes. Contractors are required to be registered in the Central Contractor Registration (CCR) government system prior to award to be eligible for a government contract - the link can be found at http://www.ccr.gov/ and we advise potential contractors to begin the registration process when they prepare their quote to ensure the registration in the CCR database is complete and in-place should they be selected for the award. In the event a contractor is not registered in CCR at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful offeror registered in the CCR database. The Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ must be completed by the date/time quotes are due (if a contractor does not complete the reps & certs at the bpn website, submission of the quote will be rejected). Prospective contractors are not required to submit an electronic and/or paper copy of the ORCA reps and certs as the government will check the ORCA website to ensure an application has been completed before a contractor's quote is evaluated. The anticipated posting date of the solicitation to the Federal Business Opportunities and NBC Website (solicitation number A12PS00757) will be on or about April 16, 2012 (subject to change) and quotes will be due on or about May 15, 2012 (subject to change). The solicitation (and subsequent amendments if applicable) and all related documents can be downloaded electronically (once posted) from the DOI NBC Website at http://ideasec.nbc.gov/. NO HARD COPY DOCUMENTS WILL BE ISSUED. Quotes must be delivered (whether submitting by courier, USPS, UPS, DHL or FedEx) to San Carlos Irrigation Project, 13805 North Arizona Boulevard, Coolidge, AZ 85128, Attention: Gary A. Haynes, Contract Specialist. Email and facsimile quotes will not be accepted. The past performance questionnaire from the contractor's customer can be submitted by email to the government if sent directly from the respondent who completes the questionnaire as long as it is received by the date/time quotes are due. Reference the solicitation number (A12PS00757) on your documentation. GENERAL DESCRIPTION OF WORK: The successful contractor will provide all labor, materials, travel, tools, transportation, and necessary supervision to properly perform work associated with Pump Efficiency Testing and Consulting. The project consists of over 500 miles of canals, laterals, and sub-laterals. In addition to the store delivery from Coolidge Dam, there are approximately 98 deep well pumps contributing to serving 50,000 acres of agricultural farm land. The contractor shall furnish all labor and testing equipment/fixtures to conduct pump efficiency testing for monitoring pump operation characteristics and flow data of SCIP's irrigation wells. The contractor shall also provide consultation on other related well issues.
