- This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement/market survey for information only, to be used for Forest Service preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The US Forest Service intends to award multiple fixed-price contracts for Burned Area Emergency Recovery (BAER) seeding and mulching in the Northern (Region 1) and Intermountain (Region 4) Regions. Work under this contract may include applications of mulch and/or seed on contiguous land areas that are 10's to 1000's of acres in size depending on project needs. The work may include both aerial and ground based applications. It may also include purchase and delivery of mulch and seed material that are to be used for emergency response, rehabilitation and restoration projects. The work may occur within Region 1 and/or 4 of the Forest Service. More specifically Region 1 and 4 National Forest Lands administered in the states of Utah, Idaho, Nevada, Montana, North Dakota, South Dakota, California, Colorado, Washington, and Wyoming. The work may occur during any time of the year, however, most work will occur during the months of April-November. Offeror's response to this Synopsis shall be limited to 2 pages and shall include the following information: 1. Offeror's name, address, point of contact, phone number,and e-mail address. 2. Offeror's interest in bidding on the solicitation when it is issued. 3. Offeror's capability to meet the requirements. 4. Offeror's capability to perform a contract of this magnitude and complexity. 5. Offeror's business size and, if small, whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), etc. Only e-mail responses will be accepted. Responses shall be e-mailed to dreckley@fs.fed.us no later than 4 pm mountain time on April 9, 2012.
