- PROJECT INFORMATION: The U.S. Air Force (USAF) established the Environmental, Safety, and Occupational Health Compliance Assessment and Management Program (ESOHCAMP) to assess management effectiveness and monitor compliance with federal, state, local laws or regulations and conformance with DoD, Air Force or installation instructions, policies, or other requirements. Under this program, Misawa Air Base conducts an annual internal evaluation of all applicable ESOH requirements and compliance with instructions, policies, or requirements. The Contractor shall provide support to the Air Force in accomplishing an internal ESOHCAMP at Misawa Air Base (AB), Japan. Contractor shall furnish five (5) assessors that meet the qualifications identified below to provide on-site assessments of environmental protocols such as but are not limited to: Hazardous Material; Hazardous Waste management; Petroleum, Oil and Lubricants; Storage Tank Management; Environmental Management Safety. The Contractor's personnel will augment the internal ESOHCAMP assessment team performing the environmental portion of the assessment as directed by the Misawa AB ESOHCAMP Manager. The Contractor shall review findings provided from assessors, determine applicability with applicable Japan Environmental Governing Standards (JEGS), Air Force Instruction (AFI), U.S. and host nation statutory and regulatory requirements and make recommendations for Air Force implementation. The contractor shall furnish all labor, management, supervision, equipment, tools, materials, supplies, transportation necessary to perform the services QUALIFICATIONS: Assessors. The Contractor shall employ, either directly or through subcontract personnel, five (5) Assessors to support the internal ESOHCAMP at Misawa AB. Within the past ten (10) years, each assessor must have completed, at a minimum, three (3) projects that demonstrate technical competence and experience in conducting ESOHCAMP inspections for installations within the Headquarters Pacific Air Force (HQ PACAF) area of responsibility. At least one (1) of three (3) projects must have been completed in Japan. Each relevant project shall have a minimum contract value of $25,000 or yen equivalent.
