Description
The NASA/SSC Office of Procurement intends to issue a sole source, firm fixed pricecontract to General Atomics for the procurement KSC Cryo Lab Integrated System HealthManagement (ISHM) Testbed. The ISHM Toolkit to be modified and used in the pilotimplementation was developed jointly between General Atomics and NASA Stennis through twoprior cooperative agreements (ISHM INTEGRATION AND MODELING SOFTWARE PLATFORM andINTELLIGENT INTEGRATED SYSTEM HEALTH MANAGEMENT). General Atomics owns some of theintellectual property in the ISHM Toolkit, and no other provider has used the toolkit. General Atomics is the only provider that understands the ISHM Toolkit, to be able tomake any programming changes as per the statement of work, and to use in the pilotimplementation. The programming environment for the ISHM Toolkit is G2/Symcure. Although there are some experts in G2/Symcure, no provider has expertise in both,G2/Symcure and the ISHM Toolkit in operational settings. General Atomics is the only known vendor with access to this product. There will be onlyone award made for this requirement. This is a sole source commercial acquisition underthe authority of FAR Parts 6.302-1 and 12. The Government believes only one responsiblesource can provide the services that will satisfy the Agencys requirements. This noticeof intent is not a Request for Quotation (RFQ) for competitive quotes.Interestedorganizations may submit their capabilities and qualifications to perform the effort, inwriting, to the identified point of contact not later than 3:00p.m. (local time) on 10April 2012. Statement of capabilities must contain sufficient detail to review vendorscapabilities. Submissions will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Oral communicationsare not acceptable in response to this notice.A determination by the Government not tocompete this proposed effort on a full and open competition basis, based upon responsesto this notice, is solely within the discretion of the Government. The NAICS Code andSize Standard are 541511 and $25million respectively. The DPAS Rating for thisprocurement is DO-C9. FOB is destination. It is anticipated that a solicitation will beissued to General Atomics on or about 12 April 2012 with their response due NLT 3:00 p.m.19 April 2012.NASA Clause 1852.215-84, Ombudsman, is applicable.
