Description
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), intends to issue a six (6) month contract for Human Factors Laboratory operations services in support of the DHS Transportation Security Laboratory (TSL). The TSL Human Factors Program has a mission to optimize person-machine system effectiveness and efficiency to ensure that terrorist threats against civil transportation security are mitigated. The program focuses on security screener performance enhancements, equipment and procedures design, device usability, ergonomics, human factors interventions, long-term research, and test and evaluation. As the terrorist threat against transportation venues has evolved and advanced technologies have developed, the consideration of human factors and operator performance is tantamount to the effectiveness of the aviation security system. The overall scope of this requirement is for the operations and technical support of the Human Factors Laboratory, located at the TSL in Atlantic City, NJ. Note 22: this pre-award synopsis is for informational purposes only. Technical capability statements or proposals are not being requested. If such documents are submitted, they will be reviewed and considered for future requirements. However, the Government intends to issue the (6) month contract for Human Factors Laboratory operations services on a limited source basis. The six (6) month contract will serve as a bridge, pending a follow-on competitive acquisition.
