Description
Justification The United States Department of Agriculture (USDA) - Animal Plant Health Inspection Service (APHIS) - Plant Protection and Quarantine (PPQ), Pink Bollworm Rearing Facility (PBWRF) intends to solicit and negotiate a one year contract under the authority of FAR 6.302-1 with Oliver Products, located at 445 6th Street NW, Grand Rapids, MI 85883. Oliver Products is the only known source that can provide the poly medical packaging grade, fiber-free, peelable paper lidding material which provides a strong non-porous substrate with sterile barrier properties to serve as a lidding material for the Pink Bollworm (PBW) rearing containers. The lidding material must have specific moisture vapor transmission rate and specific oxygen transmission rate. The material must also have a non-toxic hot melt sealable adhesive transfer onto rigid PVC plastic. The specificity of these parameters are necessary to successfully rear moths at the PBW. The U. S. Department of Agriculture operates a laboratory in Phoenix, AZ whose current mission is to develop, adapt and implement control technology for Pink Bollworm and rangeland pests. The Phoenix laboratory has specialized equipment for entomological studies. The laboratory must maintain its protocols to develop methods and technology for area-wide control programs. The material required consists of 60 rolls of Item 10190493 - 25 pound BLMG/1 ML LDPE 29 lp Adhesive Material. The Adhesive Material will be 410mm wide + or - 2mm on 3 inch core with adhesive side wound down. Maximum OD is 19 inches. Each roll will consist of 4,300 Linear Feet. Product Description: 24WMG/14 y LD-m. The product provided by Oliver Products Company provides porosity (gas exchange) and matches to the currently used pin perforation system currently mounted on a Tiromat 3000 thermoforming machine. This specific gas exchange is critical to the efficient rearing of pink bollworm larvae. Additionally, the glue type and the type matrix the glue is applied to match the temperature setting at the sealing station in the production process. The adhesive material is used as a lidding material for larval rearing containers. Oliver Products Company is a small business. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
