Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Astrove Business, to provide FoxPro Database System maintenance service for the National Voluntary Laboratory Accreditation Program (NVLAP) Program at NIST. Sole Source determination is based on the need for FoxPro Database system maintenance needed by NVLAP, a U.S. Government program administered by NIST, an agency of the U.S. Department of Commerce. Astrove Business had developed and implemented the NVLAP Information System (NIS) that encompasses data for over 800 NVLAP accredited laboratories. Astrove Business is the only vendor capable in providing the required maintenance service. *****The North American Industry Classification System (NAICS) code for this acquisition is 519190, and the size standard is $7M. ******A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by April 12, 2012 12:00 p.m., EST will be considered by the Government.
