- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Aviation and Missile Research, Development, and Engineering Center (AMRDEC) intends to negotiate on a sole source basis with TriVector Services to further develop relevant reliability predictive tools. The proposed acquisition is direct to TriVector Services, pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Any source other than TriVector Services would require substantial duplication of time and cost to the Government, neither of which would be recovered through the additional competition, and unacceptable delay would also be incurred in fulfilling the Government's requirement. A Firm Fixed Price (FFP) contract will be used. The period of performance will consist of 6 months from date of award. The Contractor shall: 1.Furnish services to be performed for the Reliability of MEMS Devices Science and Technology (S&T) effort including the development and delivery of a Failure Model/Reliability Prediction Tool that uses environmental and test data to predict when MEMS failures will occur. 2.Develop a Fault Tree Analysis and identify techniques to support state and condition assessments of MEMS at a given time. 3.Furnish services to be performed for the Missile Sustainment Technology Science and Technology effort including the development of a technical report regarding techniques used to generate a model for all critical missile components (i.e. Missile Guidance Section). 4.Prepare and deliver Performance and Cost Reports. 5.Prepare and provide a Program Plan for MEMS and Missiles. 6.Participate in Monthly Progress/Briefings and prepare, publish, and deliver Presentation Material. The Presentation Material shall encompass all Reliability of the MEMS devices and Missile Sustainment Technology Science and Technology efforts. 7.Travel when required and prepare and deliver Trip Reports.
