- Naval Facilities Engineering Command (NAVFAC) Atlantic intends to award a sole-source, firm-fixed price (FFP) contract to Navigant Consulting, Inc., 30 S. Wacker Drive, Suite 3550, Chicago, Illinois, 60606-7481. The award will be made under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source exists and it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This requirement is considered a logical follow on to Task Order 0046 under the expired contract N62470-06-D-7201. The period of performance will be for one year. The rationale that only one responsible source (Navigant) exists is based on: Navigant ™s specialized expertise in the area of steam energy analysis; Navigant ™s specific experience with the NNSY energy requirements and pertinent steam system alternatives gained through previous analyses performed pursuant to the 2000 NNSY Energy Vision and Task Order 0046 under Contract N62470-06-D-7201; and, the services sought in this contracting action are based upon and a continuation of the prior analyses. Navigant created the original energy vision analysis of the steam node concept and employs the personnel uniquely familiar with its development. Also, under Task Order 0046 (Contract N62470-06-D-7201), Navigant completed data collection tasks now needed to support the new requirements. This data includes information on base energy loads, consumption patterns, and building information. Correct application and interpretation of the data is foundational for analyzing new opportunities to increase steam consumption, to formulate information necessary for negotiations with Wheelabrator, and to quickly and efficiently update the Energy Vision analysis of the steam node concept. Any other contracted source will have to collect this body of information and develop the analyses already performed. This is because Navigant ™s data collection method and processes are arguably proprietary, and because any other contracted source would not rely on Navigant ™s analysis and recommendations without an independent data collection and review. In addition, the Government will have to facilitate any new contractor ™s collection of data and then review and comment on the new contractor ™s analysis to ensure its quality. The North American Industrial Code System (NAICS) code is 541618 with a size standard of $14 million in average annual receipts. Interested parties must submit their capability statements in writing within 15 days of the date this notice is posted. Written responses can be emailed to maureen.hoesly@navy.mil. Telephone calls will not be accepted. Any responses received after the 15 day submission period will not be considered. Responses will be used solely to determine whether a competitive solicitation should be issued and will not be the basis for an award. A determination not to compete this action based upon responses received is at the sole discretion of the Government.
