THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from 8(a), Service Disabled Veteran Owned Businesses, Women-Owned, Small Disadvantage Business, and HUBZone small businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Howard Street, Room 7200-D, Baltimore MD 21201-1715 no later than 3:00 p.m. eastern standard time April 05, 2012 Project Description: McMillan Chemical Building Renovation, Washington Aqueduct Division, Washington, DC. The solicitation will be for a construction contract and it will be advertized as an invitation for bid (IFB) in the $1M - $5M range. The work includes architectural, electrical, mechanical, plumbing and fire protection to the McMillan Chemical Building to improve the plant and daily operations. Specific work items include the construction of a Maintenance Support Facility workshop, offices and a multi-purpose Training Room, upgrades to the fire alarm system, replacement of a Polyaluminum Chloride (PACL) storage tank and miscellaneous painting throughout adjacent buildings. The McMillan Water Treatment Plant (WTP) is part of a system that serves about 1 million customers daily and is part of a critical water supply infrastructure for the Nation's Capital. It must operate reliably in order to guarantee uninterrupted potable water supply to residents and businesses in the Washington, DC metropolitan area. The Chemical Building is a critical component of the McMillan WTP, as it's associated feed systems must remain operational at all times. Therefore, an experienced contractor with resources and expertise to handle the following project constraints is needed: i.Project should be completed in seven months in order to minimize disruptions to operations in the McMillan Chemical Building. ii.The Contractor can only replace the PACL tanks during certain months of the year and the tank replacement work must be accomplished within 30 days. During the PACL tank replacement, he shall establish a temporary containment and feed system utilizing an existing 500 gallon PACL storage tank. iii.Seamlessly tie-in existing fire protection devices into a new addressable fire alarm panel. iv.Perform work in and adjacent to an active 24-hour Control Room ensuring minimal disruption to plant activities. Interested 8(a), SDVOB, WO, SDB and HUBZone certified firms should submit a concise narrative and specific project examples of similar size and scope that demonstrates their experience in: 1.General demolition and construction of finished areas adjacent to and in active work spaces while protecting personnel and delicate equipment. 2.Successfully installing chemical feed systems linked to SCADA under limited time constraints as the PACL equipment downtime must be minimized. 3.Using special rigging to install oversized fiberglass tanks and associated piping in tight spaces within basement areas. 4.Upgrading an existing fire protection system by installing fire protection devices that comply with NFPA 72. 5.Installation and modification of HVAC (i.e. AHU, fans, electric heaters, etc.) systems and connection to a Direct Digital Control (DDC) system. Capability statements should include the following information: details of similar projects, to include demonstrated specialized experience and technical competence in: (a)Performing demolition, architectural, mechanical, electrical, and fire protection work within a critical infrastructure such as a water treatment plant. The contractor shall plan for extensive activity coordination for work performed within and in close proximity of the 24-hour operator's control room which requires minimal disruption to operational activities. (b)Performing work within outages of limited duration at a critical infrastructure such as a water treatment plant. The contractor shall plan for limited outages to include the relocation of an existing 500 gallon PACL storage tank, reorganizing existing pumps and control panels, installation of new PACL storage tanks, and maintaining PACL feed at all times during construction. (c)Installing and operating 3,000 gallon fiberglass tanks, chemical feed pumps, level sensors, associated piping and making necessary SCADA connections. (d)The selection, installation and operation of fire protection devices and HVAC equipment. Narratives shall be no longer than ten pages. Email responses are preferred. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Comments may be in any format, but must include the offerors' name, phone number, and email address.
