Description
THIS IS NOT A REQUEST FOR PROPOSAL. HQ AFSPC, Peterson AFB, Colorado intends to increase the contract ceiling for contract FA2517-04-D-0001 (Serco, Inc.) from the current overall contract ceiling of $800,000,000 to an anticipated ceiling of $913,000,000. This increase will allow flexibility and responsiveness throughout the remainder of the contract period and will allow for the successful transition to the Air Force Mandated NETCENTS-2 suite of small business contracts in FY13. This action is pursuant to 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". FA2517-04-D-0001 was awarded for AFPSC mission support and contains requirements not usually found in general use IT contracts and which impact specialized mission systems. This contract provides Engineering and Technical Support Contract for a wide range of current and future C4I2TSR systems services such as Engineering, Integration, Furnish Equipment and Materials, Installation and Testing, Operations and Maintenance, and Allied Support (Communication). Central, coordinated, and integrated contractor program management of task orders is essential for much of the affected work due to direct support requirements for high consequence mission activities. A wide range of technical skills, unique AFSPC architectures and systems knowledge, and specialized experience is required to support requirements which involve legacy, current and emerging missions. Interested persons may identify their interest and capacity by responding to the requirements specific to this increase. The Government will not be responsible for any costs incurred by interested parties in preparation of information or documents. Based upon the responses to this notice, the Government retains sole discretion to increase the ceiling and not compete the proposed contract action. Information received will be considered solely for the purpose of the proposed contract ceiling increase. Any responses to this notice of intent shall be submitted to Robin Cramer at robin.cramer@us.af.mill and are due on or before 13 April 2012, 12:00 PM Mountain Daylight Time (MDT).
