Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with YANKEE REMOTE SERVICES of Canterbury, New Zealand for scientific, technical, and engineering services to conduct daily climate observations, measurements, and required maintenance of the Global Monitoring Division's instrument suite located at Summit, Greenland. ***The sole source determination is based on the National Oceanic and Atmospheric (NOAA) market research and expert knowledge in determining that YANKEE REMOTE SERVICES is a unique source to fulfill this need based on the company's scientific qualifications on NOAA's instrument suite, past performance and experience with remote atmospheric monitoring, physically qualified status for remote observations, and availability. The Summit station is managed by the National Science Foundation (NSF) and logistically operated by CH2M Hill (Polar Field Services). NOAA has had a presence there since 1997. The instrument suite that requires competency of maintenance, calibration, and operation include UV monitoring systems, a surface ozone monitoring instrument, carbon monitoring instruments, CO monitoring instruments, Hi-Vol samplers, UNAVCO GPS systems, BSRN instruments, boundary layer monitoring instruments, seismic instruments, a radionuclide sampler, meteorology systems, and a gas chromatograph instrument. The period of performance is April 18, 2012 through August 22, 2012. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
