- Description
- The U.S. Department of Education (Department) has a requirement for support and assistance to the Office of Special Education and Rehabilitative Services (OSERS) in carrying out the development of a a ten-year evaluation plan and accompanying tools for evaluation of the National Institute on Disability and Rehabilitation Research (NIDRR) and its various programs. The specific purpose of this contract is to identify a set of ongoing activities, timelines, measures and data sources to assess the degree of success of NIDRR programs in producing outputs and outcomes that meet NIDRR mission, goals and objectives. The plan may include both internally and externally managed processes, but must include significant attention to a program of ongoing internally managed processes. Internally managed processes refer to evaluation activities that can be completed by NIDRR staff without assistance by outside contractors. Externally managed processes refer to activities undertaken by an external, independent source to evaluate NIDRR-funded outputs and outcomes. The plan should be based on a ten-year cycle and include a description of evaluation activities and suggested timelines for implementing those activities. The plan should also include recommendations about needed data collections and supporting systems. The action plan should be sufficiently detailed as to allow NIDRR staff to engage in internal evaluation processes with minimal start up time, and to guide NIDRR staff effort in designing the specification for RFPs for any recommended externally managed processes. This procurement will be issued using the procedures set forth in Federal Acquisition Regulations FAR Subsection 6.102(b), and Section 12.203 and Part 15. The contractor must demonstrate expertise in research and development programs which includes reporting structures, oversight techniques, audit or site visit schedules, and /or assessment of program data quality so that NIDRR can use the findings from this evaluation plan to increase accountability and improve grantee management. It is anticipated that the Request for Proposals (RFP) will be posted on or about April 2, 2012. A firm fixed price base contract with option year is anticipated. Contract award is planned no later than June 30, 2012.
