Description
This Notice is for market research only. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. The United States General Services Administration, Public Buildings Service, Northwest Arctic Region is seeking Industry advice and comments regarding replacement failed and failing power relays, control relays and actuators installed in the fire protection and fire alarm systems installed at the Anchorage Federal Building and United States Court House (Building Number AK0031AA), located at 222 W. 7th Ave Anchorage, Alaska. The existing relays and actuators are not sufficient for the duty. Interested parties are requested to provide detailed information on the product(s) that either meet or exceed the GSA requirement listed below (this includes all salient characteristics) via e-mail to both GSA points of contact listed at the end of this notice not later than 3:00 p.m. Pacific Time, April 13, 2012. Please ensure that the information provided is of sufficient detail for GSA to determine whether or not the products will meet or exceed the GSA requirements. Ensure that your response answers the following question: Does product(s) that your firm is proposing require potential reconfiguration of the existing system or system components (Yes/No)? Please explain in detail: Products A. Control Relay Modules 1. Provide intelligent control relay modules. The Control Relay Module shall provide one form "C" dry relay contact rated at 2 amps @ 24 Vdc to control external appliances or equipment shutdown. The control relay shall be rated for pilot duty and releasing systems. The position of the relay contact shall be able to be confirmed by the system firmware. The control relay module shall be suitable for mounting on North American 2 ½" (64mm) deep 1-gang boxes and 1 ½" (38mm) deep 4" square boxes with 1-gang covers. 2. EST model SIGA-CR. Or equal or better. a. Operating voltage: As applicable - Verify. 3. Heavy Duty Power Relays 1. Contact Arrangement: DPDT Standard 2. Contact Rating: 30 Amps @ 300 Vac, 2 HP Motor Load 3. Coil Power: MR-199X-13: 24 Vdc @ 85 mA 4. Temperature Range: -22 degF to 122 degF (-30 degC to 50 degC) 5. EST module MR-199 Series, specific model as applicable. Or equal or better. a. Operating voltage: As applicable. 6. Installation: New heavy duty power relays may require some physical reconfiguration at existing installations. Verify extent necessary. C. DAMPER ACTUATORS 1. Undesired/failed product: Honeywell H2000 Series actuators 2. The Recommend replacement products are Belimo FSAF-120-US Fire Smoke Actuator (see item 9 below), FSAF24-SR-US Modulating Fire Smoke Actuator (see item 10 below). 3. Size for torque required for damper seal at load conditions. 4. Coupling: V-bolt dual nut clamp with a V-shaped toothed cradle. Aluminum clamps or set screws are not acceptable. 5. Overload Protection: Microprocessor or an electronic based motor controller providing burnout protection if stalled before full rotation is reached. The actuator shall be electronically cut off at full Open to eliminate noise generation with the holding noise level to be inaudible. 6. Power Requirements, General: 0.23A (running) and 0.09A (holding) at 24V-ac or 27 VA (running) and 10 VA (holding) at 120V-ac. 7. Actuator timing shall be 15 seconds. 8. Temperature Rating: Actuator shall have UL555 and UL555S listings by the damper manufacturer for 350ºF. 9. Balancing Combination Fire and Smoke Damper Actuators shall meet all requirements specified above and shall include an integral adjustable maximum opening potentiometer for airflow adjustment. a. Power Requirements (Balancing): 27 VA (running) and 10 VA (holding) at 120V-ac. Maximum (running) 9.5 VA at 24-V ac or 6 W at 24-V dc. Maximum (holding) 5VA at 24-V ac or 3 W at 24-V dc. b. A manual override winder and locking mechanism shall be provided for override operation of the actuator on a loss of power to the actuator. 10. Proportional Combination (Modulating) Fire and Smoke Damper Actuators shall meet all requirements specified above and shall modulate 0-100% open in response to a 2-10vdc or 4-20mA control signal. A 2-10vdc feedback output shall provide a 2-10vdc signal for position indication. a. Power Requirements (Proportional): 0.23A (running) and 0.09A (holding) at 24V-ac. Maximum (running) 12 VA at 24-V ac or 8 W at 24-V dc. Maximum (holding) 5VA at 24-V ac or 3 W at 24-V dc. b. A manual override winder and locking mechanism shall be provided for override operation of the actuator on a loss of power to the actuator. AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS. This is for planning purposes only and is a market research tool to determine availability and adequacy of potential replacement products. The Government will not reimburse responders for the cost of the submittals.
