- FY11 MCA PN 64760, Training Support Center Upgrade, Oahu, Hawaii In accordance with Federal Acquisition Regulations (FAR) 5.203, the U.S. Army Corps of Engineers, Honolulu District issues the below pre-synopsis of work. This announcement is not a solicitation and represents upcoming construction work. This pre-synopsis is for a firm-fixed price construction requirement at Schofield Barracks, Hawaii. Solicitation for this work is anticipated to be issued on or about May 1, 2012 of this year. This work will be competitively issued as a competitive 8(a) Set-Aside procurement utilizing the Sealed Bidding procedures prescribed at FAR Part 14. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the Region IX SBA District Offices and other 8(a) firms with a bona fide place of business (in accordance with 13 CFR 124.3) within the geographical competitive area and with the assigned NAICS code. Interested 8(a) firms having questions regarding the eligibility should contact the firm's servicing SBA District Office. The NAICS Code for this project is 236220: Commercial and Institutional Building Construction. The Small Business size standard for this NAICS code is $33.5 Million average annual revenue. Magnitude of construction is between $10 Million and $25 Million. The project includes constructing a 35,700 square foot training support center building (which includes administrative office space, restrooms, conference room/classroom, training simulation classrooms, areas for drivers training and rollover simulators, training device storage room, device maintenance room, and electrical and mechanical room), asphalt-concrete paved privately-owned vehicle (POV) parking areas, reinforced concrete paved organizational vehicle parking area, and perimeter security fencing. Traditional hard copies of plans and specifications will NOT be available for this project. Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov on or about May 1, 2012. It is the bidder's responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Bidders must have and/or maintain an active registration with the Central Contractor Registration (CCR) website to be eligible for a Government contract award.
