General Information: Document Type: Sources Sought Release Date: March 28, 2012 Response Date: April 12, 2012 at 10:00 am EST via e-mail to Contract Specialist: Vida Niles at Vida.Niles@fda.hhs.gov Description: Results Oriented Management (ROM) This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses (including certified 8(a), Small Disadvantage businesses, HUB Zone businesses; veteran-owned small businesses, and women-owned small businesses). This notice is being posted for fact finding and planning purposes only and shall not be construed as an Invitation for Bid, a Request for Proposal, Solicitation, Request for Quote, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. NAICS CODES: 611430 No official solicitation currently exists in connection to this request for information (RFI). Also, if in the future an official solicitation is released, there is no guarantee that sources responding to this RFI will be included on the source list. **QUESTIONS WILL NOT BE ENTERTAINED AS A RESULT OF THIS NOTICE** The Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), Division of Acquisition Operations (DAO) is seeking to identify sources with capabilities and prior experience in developing and implementing of a Consent Decree. FDA makes no implied or in fact contract by issuing this Sources Sought. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the FDA's view of the information received. Material that requires a non-disclosure agreement or that may be business sensitive will not be accepted. Please note that responses to this notice will not be returned. Project Title: Results Oriented Management (ROM) to improve planning and accountability Background The Food and Drug Administration (FDA) seeks to employ a Results Oriented Management (ROM) approach to improve planning and accountability of its missioned program areas (foods, drugs, biologics, etc.), Office of the Commissioner (OC) and the Office of Regulatory Affairs (ORA). In the Foods Program, FDA has begun using this approach and is seeking to continue this effort in conjunction with implementing portions of the Food Safety Modernization Act (FSMA). This approach is also potentially useful for FDA's other programs, including safety and efficacy of medical products and overseeing tobacco products. To ensure the success of its programs, FDA is striving to begin adopting a results-based focus for program planning and to inform decision making. ROM is a management approach that integrates strategy, people, resources, processes and measurements (i.e., metrics) to improve decision-making, program implementation, transparency, and accountability. The approach focuses on achieving outcomes, identifying indicators, data collection, data analysis, and performance monitoring. This approach moves an organization away from budget, activity driven, or reaction-based operations to results-based operations. FDA has begun employing a Results-Oriented Management (ROM) approach for FDA's Foods Program to evaluate the impact of capacity building efforts. The intent is to expand efforts to include additional work in the Foods Program as well as provide access to this method to other FDA programs. ROM is a management tool that will provide FDA managers with a common frame of reference and set of metrics for evaluating the efficiency and effectiveness of specific FDA programs in meeting the FDA public health mission. Scope FDA needs assistance to develop a ROM approach for various programs across FDA that will assist senior FDA managers in effectively managing their programs and provide accountability for results. This effort requires expertise in developing results-oriented management frameworks for organizations with a public health mission. A comprehensive ROM system is comprised of several components. A ROM framework (a.k.a logic model) is a management tool that describes the theory of change of a program area, links the theory of change to activities and outputs generated by the organization, and finally, provides a method for developing meaningful performance measures by linking them to higher level outcomes (results). Together, these components provide a basic foundation for understanding ROM and how it can be used to guide program decision-making process. Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and FDA may contact one or more respondents for clarifications and to enhance the Government's understanding.
