- Pre-Solicitation Notice The US Army Corps of Engineers, Detroit District, intends to solicit for navigation channel dredging and construction of an offloading platform at Duluth Superior Harbor, Minnesota. Project Description: This project consists of dredging in the Duluth-Superior Harbor federal navigation channel and constructing an offloading platform in the Erie Pier Confined Disposal Facility (CDF) in Duluth, MN. The dredging work consists of removing approximately 120,000 cubic yards of material from the federal navigation channels in the Duluth-Superior Harbor and placing the material in the Erie Pier CDF. The offloading platform work involves driving 56 H-Piles, constructing a reinforced concrete relieving platform, placing tile drainage, placing an underground water retention basin and backfilling. The reinforced concrete relieving platform is L-shaped and is approximately 9 feet high, 110 feet long and 20 feet wide. 500 feet of perforated PVC pipe will need to be placed and the retention basin will be made of two 10 foot diameter manholes. The majority of the backfill will be from onsite with an additional approximate 90 cubic yards of Class 5 material required. The relieving platform will be built over an existing steel sheet pile (SSP) wall likely requiring marine construction equipment to perform some of the work. General Information: Location: Duluth Superior Harbor, Minnesota This project is a 100% small business set aside. The Government plans to issue a firm fixed price contract. Range of Construction Cost Estimate: From $1,000,000.00 to $5,000,000.00 The estimated award date of the contract is May 30, 2012. The contract shall be completed by 30 December 2012. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990 (other heavy and civil engineering construction). The small business size standard for this requirement is less than $33,500,000.00 Million in average annual receipts for the past three years.
