Description
This is a combined synopsis/solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is being issued as request for quote (RFQ).This solicitation documents incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. This is a Set Aside for Service Disabled Veteran Owned Small Business (SDVOSB) set-aside under NAICS 337211. Department of Veterans Affairs (VAMC), Washington, DC is soliciting for office furniture: The Department of Veterans Affairs will enter into a contract to purchase furniture for a Research Building and a Radiology Department. These buildings and designated areas are on the grounds of the VA Washington, DC Medical Facility located at 50 Irving Street, NW, Washington, DC 20422. The prospective bidders for this solicitation for furniture are required to provide all furniture for the designated areas as stated on the attached floor plan diagrams. Bidders are required to determine the furniture selection with input from the end user(s) and the Medical Center ™s Interior Designer for the furniture style, color, and fabric suitable for the Research Building and Radiology Department. Selection of a Contractor for this solicitation is based on the bidder's lowest price technically acceptable, technical capability, and past performance. Solicitation No. VA245-12-Q-0148_1. The Department of Veteran Affairs is seeking a GSA contractor to provide office furniture for (2) separate departments at VA Medical Center, Research Building, 50 Irving Street, NW, Washington, DC. Competition for this procurement is an Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The contractor shall provide the labor, materials, equipment and supplies to recommend furniture requirements, obtain furniture selected, and install all furniture purchased for the (2) separate VA departments. The furniture selected and purchased shall conform to agreed upon VA guidelines. Completion time is 120 calendar days after contract is awarded. The firm must be a firm approved under NAICS Code 337211. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the District of Columbia. Offers will be accepted only from responsible contractors. General proposals will be evaluated and award will be made on the basis of lowest price technically acceptable, technical capability, and past performance most advantageous to the government as per FAR Part 15. In descending order of importance, evaluations will be based on lowest price technically acceptable, technical capability, and past performance. A pre-proposal conference is scheduled for April 3, 2012 @ 9:00 am through 12:00 pm for the Radiology Department and 1:00 pm through 4:00 pm for Research Building. Prospective bidders are to report to VA Medical Center, Building Number 4, 50 Irving Street, NW, Room 1F-159 ( Research Building), Washington, DC 20422. Proposal due date is April 30, 2012 at 1:00 pm. Award of a fix-firm price furniture contract is anticipated to be approximately May 14, 2012. There will be no public opening. The proposal will be evaluated and award shall be made utilizing the best value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received. Procurement is subject to availability of funds.
