This is a combined synopsis/solicitation request for quote (RFQ) for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/RFQ. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. This is a Firm Fixed Price (FFP), full and open competition for the provision of television services as well as providing month-to-month service programming. The service provider will supply, install, and maintain the equipment. The North American Classification System Code is 515210, Cable and Other Subscription Programming; the size standard is $15M. This requirement will be awarded as a fixed price contract under the procedures at FAR Parts 12 and 13. The FBI is seeking an experienced provider of wired/wireless communication television service for the FBI Academy Campus. The provider shall provide and install all cable, equipment, conduits, hardware, etc. to a head end location - location to be determined by customer. The FBI will run cable from the head end to all internal user drops. The provider will provide all service boxes to the FBI for FBI installation of the boxes. The required signal strength at the head shall be determined by the service provider. It shall be a material requirement of the contract that the signal strength is adequate to provide clear TV viewing 99% of the time. The service provider will be expected to determine head equipment requirements. The Government has determined to conduct a Site Visit IAW FAR Clause FAR 52.237-1, Site Visit (Apr 1984). FAR 52.237-1 Site Visit (Apr 1984) Offerors/quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Minimum Salient Technical Requirements The following minimum deliverables shall be met by all vendors submitting proposals: • The provider shall make available the sufficient signal strength to service approximately 865 television users located at the FBI Academy Campus. The FBI Academy Campus may realize an estimated 500 television installs over the next couple of years that the provider would need to accommodate. • The provider will install equipment, conduits, cabling and hardware required for accomplishing the installation of all televisions where necessary. • There is a requirement for the insertion of several FBI operated channels in with those existing provider channels. A site visit will be required of all offerors in order to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Upon completion of installation the provider will continue to ensure proper working order of the system. If there are service outages, the provider is required to respond within twelve hours or less after receiving notice of the outage. Delivery of items/services shall be within 30 days After Receipt of Order (ARO). Destination: FOB: FBI Facilities & Logistics Services Division/Facilities Services Unit, Quantico, VA 22135. FAR Clauses and Provisions applicable to this acquisition can be obtained from the website, http://www.acqnet.gov. Per FAR 52.212-2, Evaluation-Commercial Items (JAN 1999), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical Capability (Contractor should be licensed to perform the type of work described in the SOW), 2) Price (Can be submitted in lump-sum price, and 3) Past Performance. Contractor must supply three (3) references for past performance for the same or similar work. The references must be supplied with the quote to be considered. Price will also be a factor when evaluating exercising option periods (FAR 52.217.8 and 52.217-9. Evaluation and award will be based on a Best Value determination. Comparison of the proposed pricing is considered in the overall evaluation of "best value" to the government based upon the anticipated level of competition. The government may accept other than the lowest priced proposal if the perceived benefits of the higher priced proposal is deemed to merit the higher price. The price of the base year and all option years will be evaluated in accordance with FAR 52.217-5 Evaluation of Options (July 1990). Prospective offerors are forewarned that a proposal meeting solicitation requirements with the lowest evaluated price may not be selected if award to a higher evaluated Offeror is determine to be most advantageous to the government. Although price is the least important factor, it becomes increasingly important when offerors receive similar ratings for the non-price factors.
