Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Seattle, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Biomark Inc. to provide FS1001M 6-Port Multiplex Passive Integrated Transponder (PIT) tag detection transceiver, Multiple Transceiver System Master Controller, and IS 1001 (Nodes). ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) Fish Ecology (FE) Division requirement to provide one FS1001M 6-Port Multiplex Passive Integrated Transponder (PIT) tag detection transceiver, one Multiple Transceiver System Master Controller, and four IS 1001 (Nodes) individual port controllers. The delivery date is July 31, 2012. Biomark is the exclusive distributor of Digital Angel Corp. PIT tags and tag detection electronics. Specifically, no other vendor can meet the FE requirements for the FS1001M multiplexing, auto-tuning, six channel Passive Integrated Transponder (PIT) tag detection transceivers. It is critical for the transceivers to match the existing system used by the FE Division. Digital Angel is the only company that produces a FDX multiplexing transceiver capable of controlling up to six antennas that can automatically tune each antenna as environmental conditions change. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
