- The Bureau of Reclamation, Yuma Area Office (YAO), Yuma, Arizona, 85364, intends to negotiate on a sole-source basis as provided under FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements with Phoenix Pumps, Inc, 3552 E. Corona Avenue, Phoenix AZ 85040. The requirement is for procurement of Floway brand turbine pump and motor system replacements to include pump bowl assemblies, column pipe, 40-250HP motor and shaft assemblies, line shafts and couplings. The pumps will be used for operation of the 242, South Gila, Yuma Valley and Yuma Mesa Wellfields in the Yuma, AZ area. The turbine pumps must be manufactured by Weir Floway because YAO standardized the well operations for efficiency and to achieve cost savings that will enable YAO to prevent costly down time since the spare parts in stock can be used with the new replacement pumps. If another pump brand is purchased, it would require that all well pumps be replaced and existing stocked spare parts would become obsolete. All the YAO operational wells use Floway brand products in their operation and an inventory of Floway pumps and motors are maintained for standardization and operational consistency. The NAICS Code for this action is 333911 Pump and Pumping Equipment Manufacturing with a Small Business Size Standard of 500 employees. This procurement will be awarded using FAR Part 15 Negotiation procedures with an intended performance period of a Base Year and four Option Years. Anticipated award date is May 31, 2012. All responsible sources may submit a capability statement or proposal which shall be considered by the agency by April 11, 2012. The contract award information will be posted on the Federal Business Opportunities (FBO) website at www.fedbizopps.gov. The Justification for Other Than Full and Open Competition will be made available for public inspection as required by FAR 6.305.
