- Solicitation N00173-12-R-PW02 The Acoustics Division at the U.S. Naval Research Laboratory (NRL) in Washington, DC, has responsibility for planning and executing the broad-spectrum research, development, test, and evaluation program in underwater acoustic phenomena. The applied research includes developing and proving system concepts; signal processing for active and passive detection, tracking, and classification of underwater targets; target radiation and scattering control; structural acoustics; environmental acoustics; and models for system performance prediction and improvement. The applied research builds on a complementary basic research program in estimation and signal processing; ocean acoustics and the associated description of the ocean environment as it impacts advanced systems; and physical acoustics. The research programs are designed to be responsive to operational requirements and to anticipate future naval needs and capabilities. This solicitation is for the acquisition of up to 16 individual acoustic vector-sensor recording nodes. An acoustic vector-sensor recording node includes the hardware necessary to digitize and store acoustic data received on a single four-channel underwater acoustic vector-sensor (3-orthogonal-axis x, y, z accelerometers and omnidirectional hydrophone) and the vector-sensor's associated auxiliary sensor information. It is anticipated that an indefinite-delivery, indefinite-quantity (IDIQ) contract will be made as a result of the solicitation. NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals is 7 May 2012, 2 p.m. Eastern Daylight Time. This proposed contract action is a 100% set aside for small business concerns. All responsible sources may submit a proposal, which shall be considered by the agency.
