Description
SAP Justification and Approval RFQ# - HSCG23-12-Q-PTW008 Description: Long-term career development programs This acquisition is being issued in accordance with FAR Part 13. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request for Quotation number is HSCG23-12-Q-PTW008. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-57 (March 15, 2012). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code for this solicitation is 611430. This is a sole source acquisition issued on an unrestricted basis. The Coast Guard intends to award a contract to Graduate School. However, all responsible sources may submit a quote which will be considered by the Agency. This synopsis/solicitation is for the following programs: Aspiring Leader Program: A 4-6 week program that prepares federal employees at the GS 4-6 level New Leader Program: A 6 month program for federal employees at the GS 7-11 level Executive Leader Program: A 9 month program for federal employees at the GS 11-13 level Executive Potential Program: A 12 month program to develop senior level employees into more effective leaders. Offeror must be an accredited academic institution. The following FAR provisions and clauses are applicable to this procurement and incorporated by reference: 52.204-7 Central Contractor Registration (Feb 2012); 52.204-10 Reporting Executive Compensation and First-Tier Subcontract Awards (Feb 2012); 52.209-2 Prohibition on Contracting with Inverted Domestic Corporations-Representation. (May 2011); 52.212-1 Instructions to Offerors - Commercial Items (Feb 2012); 52.212-3 Offeror Representations and Certifications. (March 2012) and its ALT I (April 2011); 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2012); 52.223-18 Encouraging Contractor Policies to Ban Text Messaging While Driving. (Aug 2011); 52.225-13 Restrictions on Certain Foreign Purchases. (June 2008); 52.225-25 Prohibition on Contracting with Entities Engaging in Sanctioned Activities Relating to Iran-Representation and Certification. (Nov 2011) 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration (Oct 2003) 52.233-1 Disputes. (July 2010) 52.233-3 Protest After Award (Aug 1996); 52.233-4 Applicable law for Breach of Contract Claim (Oct 2004); All clauses will be incorporated by reference in the order. All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. 52.212-2, Evaluation - Commercial Items (JAN 1999) is applicable to this procurement. This is a lowest price technically acceptable (LPTA) solicitation. The evaluation factors, in descending order of importance, are: 1. Acceptability: To determine acceptability the Government will evaluate each vendor's ability to provide the specific course requirement listed above. Substitutes will not be accepted. 2. Lowest Price: The Government will evaluate the total overall price to determine accuracy, completeness, and reasonableness. To be considered, all quotes must be received by the Contract Specialist, Devin Fitzpatrick, via email at devin.j.fitzpatrick@uscg.mil no later than 2:00 PM (Eastern Time) on March 30, 2012.
