Description
Special Notice: Basic Handheld Radiation Detection/Identification System Synopsis: THIS IS A SPECIAL NOTICE ONLY. The Department of Homeland Security (DHS), Domestic Nuclear Detection Office (DNDO) has requirements to: (1) Procure on a sole source basis, a basic handheld radiation detection/identification system from Smiths Detection, Inc. in fiscal year (FY) 2012 at an estimated value of $3.35M. This sole source procurement is a follow-on contract to previous contract number HSHQDC-07-D-00016 for immediate production of handheld radiation detection/identification systems to meet the immediate need of DHS's operational components. The Justification for that procurement will be separately published. (2) Procure on a competitive basis, a basic handheld radiation detection/identification system to meet DHS's operational components' needs in FYs 2013 through 2017. DNDO intends to issue a solicitation on a full and open competition basis to procure these systems. The government expects the solicitation to be released via FEDBIZOPPS in the summer of 2012 and is not seeking proposals from industry at this time. Additional information regarding the competitive procurement is provided below. • Competition Type: Full and open competition based upon Best Value with a base and option periods. • Description of the Requirement: The government's requirements for a Basic Handheld Radiation Detection/Identification System will be provided in the solicitation. These requirements will include the minimum needs (i.e., radiation detection, isotope identification, gain stabilization, weight, ruggedness, ability to download data files, alternative technology to 3He based neutron detection, etc.) for a Basic Handheld system that will be used to evaluate proposals using the best value method of evaluation. Vendors will be required to comply strictly with the instructions provided in the solicitation and to provide adequate references and documentation to substantiate the ability to meet the requirements. In addition to the proposal responses and evaluation of their ability to meet the government's requirements, vendors are likely to be required to (1) conduct an operational capability demonstration (OCD) to support the Government's ability to obtain empirical knowledge of the Offerors' proposed system in an operationally relevant environment. Observations documented by the Government combined with the Offeror's OCD Report may be used to evaluate technical and operational performance requirements; (2) provide production ready systems and the associated algorithm Replay Tool to support government-led testing and evaluation; (3) assist the Government in using a vendor supplied algorithm Replay Tool to validate isotope identification performance and model the threat space, nuisance source population, false alarm rate, and ambient background. Vendors will be required to submit documentation to the government verifying the version of the system tested and its ability to meet the requirements provided.
