Description
Pre-solicitation Notice for FY12 Compressed Air Distribution System, Salt Ste Marie, MI The U.S. Army Corps of Engineers, Detroit District, intends to solicit for construction of a new compressed air distribution System for the Soo Locks Facility in Sault Ste Marie, MI. The project will consist of the removal of existing piping and the installation of approximately 4,200 linear feet of new 6 inch aluminum pipe, 2,500 linear feet of new 4 inch aluminum pipe, fittings, valves and hangars. The project will also include the construction of a concrete block building with concrete footings, sub walls, a subbasement, HVAC, plumbing, electrical, a stairwell, an underground gallery, transformers, electrical feeder system installed in existing ductbank, earthwork and paving. In addition, the project will include installation of 3 centrifugal compressors, associated piping, fittings, valves, storage tank, pressure control station, water pump, and an automated PLC system. The estimated cost of construction is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 236210, which has size standard of $33,500,000 in average annual receipts. The Federal Supply Code (FSC) is Y1EZ. The project requires knowledge of plumbing, electrical, HVAC, masonry, earthwork, and building construction. The project will be solicited as an UNRESTRICTED full and open competitive procurement. This is a Best Value Solicitation. The evaluation will be based on the following three factors: Technical Capability, Past Performance, and Price. The Technical Capability and Past Performance factors are of equal importance, and when combined, are approximately equal to price. A Firm-Fixed price construction contract will be issued to the Offeror that provides a proposal determined to be most advantageous to the Government. As part of this procurement, the U.S. Army Corps of Engineers intends to require some of the components for the Compressed Air Distribution System to be sole sourced using other than full and open competition procedures pursuant to authority of FAR 6.302-1. The proposed sole source items are as follows: 1. The contractor shall use Rockwell components to perform embedded control functions associated with controlling equipment and monitoring and controlling power. The Allen-Bradley process control equipment, manufactured by Rockwell Automation (Rockwell), shall include the motor control center, programmable logic controllers (PLCs), power monitoring devices (PMDs), process controls, support software, and all material necessary for complete integration of the air compressor system into the existing system. 2. The contractor shall use Schweitzer relays to protect equipment and reduce risk of personnel injury. 3. The security system shall consist of IFS D1700 Fiber Module, Bridgepoint System 2 Factor Contactless Reader with Keypad, and Software House products including iStar Pro GCM and ACM Modules. The Government anticipates issuance of solicitation number W911XK-12-R-0012 on or around 12 April 2012. To download the solicitation, visit www.fbo.gov. An Offeror may also register at https://orca.bpn.gov/ in lieu of completing the representations and certifications in this solicitation provided that all the FAR and DFAR Certifications contained in the solicitation have been completed online.
