- The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to COMSOL, Inc.; Burlington, MA 01803, for the delivery of research and development (R&D) equipment, in support of the Naval Medical Research Unit San Antonio (NAMRU-SA). This requirement is for is for a multiphysics software program that will be installed on the Air Force ™s Beowulf cluster located at the Naval Medical Research Unit San Antonio, Tri-Service Research Laboratory, Fort Sam Houston and will satisfy Joint military efforts presently advocated by the Department of Defense. The software program will model the complex physics involved in mercury and dental amalgam retention through a fiber filter, to aid efforts to improve the performance and retention of mercury and dental amalgam, in order to, satisfy present and future Naval and Environmental Protection Agency requirements for mercury abatement. The estimated value of the contract is $35,970.00. The required multiphysics software program consists of the following capabilities: Enables modeling porous/reactive media; CAD file import module; and Chemical Reaction Module. The Government also requires no restrictions on the number of concurrent processors a software program can use during a simulation or calculation. Through internet market research and contacting companies by phone, COMSOL is the only company identified that can provide all these necessary capabilities. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 5:00 PM Eastern Time, 12 APRIL 2012 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil.
